The Challenge
Are you a motivated and suitably experienced property professional, who enjoys working closely within a team of fellow surveyors and property experts, sharing tactics, knowledge and successes for the overall portfolio, with a passion to be appropriately stretched and challenged with a wide range of responsibilities?

Are you keen to support the Royal Navy, Defence Equipment & Support (DE&S) and other Top Level Budgetholders (TLBs) by advising on their estate strategy; undertaking studies, surveys, research, and work on a mix of property types and military capabilities, in support of wider DIO and MOD projects and operational objectives.

The Role


As Assistant Head you will have responsibility to deliver and contribute to discrete work programmes including basing studies, estate and infrastructure reviews and establishment management plans by drawing from experience and knowledge of planning, construction methodology, refurbishment, costing and investment appraisal, building condition and pathology, land and asset management, and development risks, opportunities and constraints.

You will be based at an existing MoD office location but with the ability to work from home as well as the need to travel and visit TLB sites results in a hybrid approach to working.

This will be further detailed and discussed during the interview process.
The post will require regular travel which may involve overnight stays. Some sites are difficult to access via public transport.

Main Responsibilities
Leadership and Management within the Estates Division

  • Demonstrate personal dedication to the DIO Values
  • Manage resources/team in accordance with the DIO Values
  • Support and develop team members and assist line managers in delivering departmental goals
  • Promote strong working relationships both within the team and wider teams across DIO and MoD
  • Collaboration and coordination with wider team, consultants, clients and partners.

Service Delivery

  • To provide input and influence across the MOD portfolio including:
  • Estate change programmes, achieved through understanding Defence outputs and objectives;
  • Current and future operational capabilities, new equipment, new training and other defence change initiatives; in the context of identifying construction costs, estate running costs and land disposal receipts.
  • To achieve coherence across Defence and estate planning through collaborative working and leading the dependencies between strategic estate and other initiatives.
  • To ensure all estate studies are provided to the right quality, cost and within the specified time period.
  • Project manage the delivery of estate reports and plans and ensuring integration with overall estate strategies and relevant programmes.
  • To support, understand and advise the FLCs on surveying related requirements and obligations in the development of infrastructure solutions.
  • To provide advice on the potential planning and other project and property management issues that would need to be considered for options and investment appraisal.

Subject Matter Expert and support to wider DIO

  • Provide professional advice and guidance to MOD and DIO customers and stakeholders, where appropriate, including specific work related and general surveying matters.
