Job summary:


The Electoral Integrity Programme in the Department for Levelling Up, Housing and Communities is delivering key Government manifesto and ministerial commitments relating to elections, a no-fail public service, in the UK.

The programme is classified as a Tier A Government Major Programme.


The commitments include:
- the introduction of voter identification at polling stations in Great Britain;
- the removal of the 15-year limit on overseas electors' voting rights and making it easier for British expatriates to vote in UK Parliamentary elections;
- improving the security and integrity of elections (including on digital imprints, political finance and intimidation);
- making the change to the first-past-the-post electoral system for Mayoral and Police and Crime Commissioner elections;
- making changes to processes for proxy and postal voting;
- improving accessibility of voting in polling stations for disabled voters; and

  • Electoral Commission reform.

We are looking for a Head of Delivery to join the team and be accountable for overall delivery of the products and services that make up the digital strand of the Electoral Integrity Programme.


Job description:

The Head of Delivery is a leadership role in the digital team in the Elections Directorate.

You will be accountable for the strategic planning and end-to-end agile delivery of the digital aspects of the Electoral Integrity Programme, the vision and roadmap, helping our major products and services through all phases of an ongoing development lifecycle.


Working with the Head of Product and Head of Elections Live Services, and collaborating closely with colleagues across the programme from policy, business change and programme management, you will provide passionate, committed leadership, and direction setting to teams working on products and services in a complex environment.


Main responsibilities


You will manage and develop a team of delivery managers and other associated delivery roles, remove blockers and help the wider digital team become high-performing.

You will be accountable for financial planning and tracking for the digital team and for ensuring that appropriate commercial arrangements are in place to enable outsourced delivery of the core development work to time, quality and budget.


As part of the digital leadership team, you will contribute to defining the overall digital team structure and roles, strategic planning and scenario planning, support models, options exploration, governance and continuous improvement of products, services and practices.


In partnership with the Head of Product, you will own and maintain a portfolio level roadmap and determine which products, enhancements and opportunities are developed through discovery, alpha, beta and live phases of an ongoing development lifecycle.

You will collaborate and engage with users, stakeholders and teams across central government, local government and private sector.


We work in a fast-moving environment where priorities frequently change and you will be responsible for anticipating, balancing and managing change that comes from government priorities, policy, user research findings, data and learnings from the development process.


You will represent your product and your team and communicate plans and progress through various channels including blogs, demos and conferences as well as being accountable to senior management and stakeholders across central and local government.


Person specification:


We're looking for someone who can demonstrate a high level of delivery management skills and experience, as well as the ability to lead teams of teams in a complex matrix environment.

You will be an individual with strong interpersonal skills, used to managing senior stakeholders and accustomed to both adjusting programmes to, and initiating, change.

You will be able to demonstrate a strong ability to deliver successfully in complex, large, uncertain, and highly visible problem spaces.
