    The West Midlands Counter Terrorism Unit is at the forefront of helping to protect the UK from terrorist attacks.

    This is a regional role involving travel across the Counter Terrorism Policing West Midlands area (including Staffordshire, Warwickshire, and West Mercia).

    This role is based in our modern offices near to the Birmingham International Airport. You'll work Monday to Friday, between the core hours of but an element of flexibility is necessary to meet operational requirements.

    The role

    You will be Responsibility for the Fixed Intelligence Management Unit and the development and compliance of intelligence across WMCTU. Working effectively with colleagues across counter terrorism, including partner agencies and regional forces, you'll provide intelligence support to major covert Counter Terrorism investigations.

    You'll develop and evaluate intelligence, ensuring that there is a quality assessment of threat, risk, harm and vulnerabilities and ensure your team handles and disseminates intelligence in a best practice manner to achieve comprehensive National Intelligence Model (NIM) compliant products.

    You'll ensure evidential excellence with all relevant products and be required to attend court to give expert testimony if required.

    Role responsibilities
    • Managing police officers and police staff within the intelligence department.
    • Supervising and reviewing the assessment and evaluation of intelligence received into CTU to ensure appropriate action/dissemination is undertaken in line with the principles of NISM.
    • Overseeing the development of intelligence research including Open Source.
    • Conducting, directing and coordinating investigations into priority operations and manage critical incidents and threats to life issues.
    • Coordinate the initial response to priority operations ensuring that opportunities are maximised and compromise issues managed.
    • Supervising and managing all departmental policy and procedures and ensure compliance with nationally agreed processes and MOPI issues.
    • Managing the Intelligence Cell during incidents on behalf of WMCTU.
    • Developing and introducing best practice for the development, and handling of all intelligence.
    • Formulating appropriate Memorandum of Understandings (MOU's) with external organisations.
    • Managing the daily intelligence briefings to the WMCTU and ensure a coordinated response.
    • Ensuring the physical security of the intelligence environment. Working to a high level of integrity, routinely handling Secret information, and enforcing the correct handling of GSC material across the function and into products. Also implementing other similar guidance such as DPA and FOI.
    • Performing intrusive supervision of IT to ensure quality, integrity and operational security of information.
    • Representing CTP West Midlands at Regional and National forums, contributing to the development of national initiatives.
    • Obtain IPP certification.
    • Any other duties commensurate with the role and band/grade.
    Essential Skills

    You must be of graduate level in relevant subject or equivalent qualification or experience within a similar intelligence environment.

    Proven experience in managing major/high risk intelligence/ operational investigations.

    Proven extensive experience in manging a team.

    Experience of preparing and conducting briefings and seminars.

    Experience of critical and strategic thinking.

    Experience of preparing and conducting training.

    Excellent computer skills including the use of Windows based software.

    Proven effective interpersonal and communication skills including being able to interact and influence at all levels.

    Excellent report writing skills.

    Knowledge of the National Intelligence Model (NIM).

    Desirable

    IPP Certificated.

    Experience of project management.

    Experience of leading joint initiatives outside of your organisation.

    Experience in managing multiple teams.

    Security Clearance

    This role is subject to successful completion of Developed Vetting .

    You must be a British citizen to work for the Counter Terrorism Policing West Midlands (CTPWM). If you hold dual nationality, with the primary nationality British, you may also be considered. For the purposes of safeguarding national security, applicants will be required to hold or acquire the appropriate national security vetting clearance as above.
