This role can be located at any HMCTS location but would be expected to be on a site in the region at least 2 days per week.

Frequent travel about the region will be a requirement of the role as will attendance at meetings in London and elsewhere in England & Wales as required.


Background


The HMCTS reforms will deliver some of the most significant set of reforms to the courts and tribunals system for England and Wales since Victorian times.

Approximately £1 billion will be invested in the programme which is due to complete in 2023/24.


The principles behind this reform are to build a system that is proportionate, accessible, and just; it is the most ambitious programme of its kind anywhere in the world.


By the time the programmes of reform are complete the services will be simpler and easier to use with many straightforward services online, there will be much greater virtual, flexible working, significantly less reliance on paper-based manual administration, and there will be fewer buildings.


This is an opportunity to work in a role that will support and enable a major transformation programme, designed not just to give our courts and tribunals a sustainable and affordable future, but improve how we deliver justice.


This role is intended to provide leadership and support to the Regional Senior Management Team in their responsibility for setting the strategic direction in the delivery of change and the post holder will be expected to manage a range of change projects and new policy initiatives simultaneously and ensure that operational staff are equipped to put them into practice.


The post holder, working within the North West Regional Support Unit, will need to help staff and other stakeholders to understand the impact of the changes and the reasons for them, recognising that courts and their customers will need support during the change.

This will include equipping managers to help staff prepare for changes and supporting them through it.

There may also be times when it will be necessary to deliver difficult or unwelcome messages to stakeholders and staff.


The role will suit someone who is comfortable with delivering at pace, is able to use a range of project management techniques and has strong stakeholder management and communication skills.

Familiarity with all the jurisdictions and with HMCTS' Continuous Improvement strategy will also be an advantage.

Also having a recognised Project Management qualification will be desirable to be able to lead the team to deliver using project management principles.


Key responsibilities:


Change
Lead and manage Regional Crime change projects and initiatives to ensure they are delivered within agreed timescales.

Work closely with the NW Delivery Director and Head of Crime and CFT to ensure:

  • a) They are appropriately defined with clear deliverables and plans
b) Are in line with overall strategic direction of the Ministry and HMCTS
c) Appropriately resourced and support from Operational teams
d) Maintain a portfolio overview of all projects, identifying and resolving interdependencies with fellow PDMs and stakeholders

e) Lead to identify and assess innovative solutions to issues and problems that arise through the project / programme lifecycle.


Stakeholders
Pro-actively lead stakeholders and work stream leads to resolve issues that impact on likelihood of project delivery.

a) Establish and maintain an effective relationship with the project /programme using formal and informal channels to regularly update them on progress.
b) Develop, maintain, and use an appropriate communications strategy and
use this to communicate regularly with internal and external stakeholders
c) Identify key colleagues across HMCTS / MoJ vital to the delivery of the project and build successful relationships by meeting regularly.
d) Act as ultimate escalation point for influencing senior stakeholders or
colleagues to ensure resolution of issues at all levels.
e) Manage conflicting demands through negotiation and reprioritisation
f) Work in partnership with key stakeholders to identify potential process
improvements and understand the impact of their change on HMCTS business


Strategy and Policy
Maintain focus on strategic corporate approach throughout delivery of projects in partnership with Delivery Director, Head of Crime/CM /HOLO and key stakeholders
