    Job summary

    An exciting opportunity has arisen at QEF for a Property manager. The successful candidate will manage the operational delivery of the Company's property management services, transactions and projects in relation to the negotiation of occupational agreements, acquisitions, disposals and in the operational implementation of the estates strategy.

    Main duties of the job

    Provide property advice to service leads, customers and the wider team covering community hospitals, health centres, and administrative buildings and leased property across the portfolio of QE Facilities.

    To ensure property related issues are effectively managed and resolved between client and tenant

    Manage and/or contribute to financial performance and target delivery

    Alignment of competing service priorities with the priorities within the contracted key performance indicators. To ensure that the service provided is effective and to the requirements of the objectives of QE Facilities.

    QE Facilities (QEF) is a wholly owned subsidiary company of Gateshead Health NHS Foundation Trust (GHNT), based in the North East of England.

    We provide a range of non- clinical services to GHNT and other NHS organisations. Our services include: estates, facilities services, procurement, medical engineering and devices, endoscopy decontamination and sterile services, transport, out-patient pharmacy, and prevention & management of violence & aggression training (PMVA).

    In addition we provide consultancy services, advising clients on all aspects of establishing a subsidiary company within an NHS body to the provision of VAT compliance advice.

    QE Facilities work to their own Terms and Conditions and these are not the same as Gateshead Health NHS Foundation Trust Terms and Conditions. This is not an Agenda for Change Pay Rate.

    Job responsibilities

    To undertake, manage and co-ordinate a range of land and property transactions, projects and to provide property related input into new developments for services.

    To manage the operational delivery of property management in negotiation of occupational agreements, acquisitions, disposals and in the operational implementation of the estates strategy.

    To develop and implement standardised property management agreements, policies & procedures.

    To assist in the development of business cases, developing service requirements into actual space requirements and sourcing properties and producing options appraisals to the point of acquiring premises and assisting on the project management of accommodation issues.

    To develop and manage the programme of lease renewals, rent reviews, service charges and other leasehold time-related matters and to ensure that the supporting property database is maintained, up to date & accurate.

    To liaise closely with other public sector bodies and commercial organisations to agree terms. Attending meetings with other public sector organisations and providers, and commercial bodies.

    To lead on all dilapidations issues, ensuring the Company gets the best from its property interests as both Landlord and Tenant

    To provide advice, guidance and training to the team on property matters, linking closely with legal advisors to ensure that the Company minimises its exposure to risks arising from its occupation of leased accommodation, both at the time of acquisition and throughout the lifecycle of the property.

    To prepare briefs and manage external consultants on all property-related matters.

    To be the lead individual between tenant and landlord to resolve property occupancy related issues.

    To ensure rental levels and service changes are accurately recorded and changed.

    To liaise with public sector counterparts in negotiating planning agreements with developers.

    To set budgets using whole life costing mechanisms for new acquisitions and to actively manage project budgets in relation to new acquisitions.

    To manage external providers performance and delivery.

    To manage the QEF and Trusts rates budgets and lead on appeals for rates reduction with specialist rating advisors.

    Person Specification

    Knowledge

    Essential

  • Office based software competency and specialist estate management software literate
  • Ability to absorb complex information from a range of sources, and translate into priorities across the range of services managed
  • Analytical skills to understand, interpret, compare and assess options relating to risks, asset development and property transactions.
  • Ability to write reasoned and detailed reports, feasibility studies for ready assimilation by non-specialist readers.
  • Ability to maintain estates records and property related records of duties, obligations and charges.
  • Excellent customer care and communication skills
  • The skill to understand when an issue requires Senior Management advice and intervention.
  • Ability to negotiate, influence and manage emotive situations, at all levels
  • Ability to travel independently both locally and nationally to fulfil the requirements of the post
  • Experience

    Essential

  • Post qualification experience in estates and property management
  • Specialist understanding in law and contracts
  • Experience in project management and the management of service level agreements/KPI's
  • Qualifications

    Essential

  • A recognised estates or property related degree and post qualification experience in a property related role.
  • Professional membership of the Royal Institution of Chartered Surveyors
  • Maintained programme of continuing professional development (CPD)
