    Head of Housing Policy

    Position Interim Contract (inside IR35, Umbrella)

    Wanted an experienced and dynamic individual to develop and lead the Housing Policy Team, tasked with driving and assuring the implementation of business strategy and transformation within a London Borough Council.


    As Head of Housing Policy you will lead the development of evidence-led cross-cutting corporate policies and practices that align with the Council's vision and values, unifying strategies and objectives to deliver value for money and improve outcomes for residents.


    You will be the principal policy adviser to the Director of Housing and DMT Housing, provide high-level advice to inform strategic decisions on the Council's objectives, service delivery, and cost-effective resource usage.

    You will also lead a variety of multi-disciplinary reviews and projects, including more sensitive or complex policy projects, ensuring that recommendations from resident-led commissions are integrated into policy development and operational processes.


    In addition, the Head of Housing Policy will oversee the Corporate Programme Management Office (PMO), ensuring its role in providing assurance to the Council's senior management team on the strategic alignment and realization of business outcomes from major programmes and projects.

    You will advise senior management on the progress of major projects and programmes at key business gateways, engaging regularly with Senior Responsible Owners, major project/ programme managers.


    You will thrive in challenging and fast-paced environments and has a proven track record of driving change and fostering improvements within ambitious local authorities.

    Strong leadership skills are a essential, along with the ability to lead multi-disciplinary teams effectively, identify priorities, objectives, timescales, and resource requirements.

    You should possess significant experience in designing and delivering complex corporate policies that align with and support organisational strategy.

    A nuanced understanding of key issues facing local government and the broader public sector, as well as local, regional, and national policy landscapes, is essential.

    Experience working with enterprise-level PMOs or the demonstrable ability as a leading expert.


    Exceptional written and verbal communication skills are a necessity, along with a solid understanding of established project management lifecycles, methodologies, governance structures, and frameworks.

    Proficiency in utilising the Microsoft Office suite of tools is also expected.


    Ultimately, the successful candidate will be a driven and self-motivated individual capable of working both autonomously and collaboratively, driving positive change and ensuring the successful delivery of the Housing Service's major change and improvement projects and programmes.
