The " _Head of Regulatory Compliance UK _" is responsible for ensuring compliance with regulatory requirements applicable to the (re)insurance operations and activities of SCOR UK Company Limited, the SCOR Managing Agency Limited / the SCOR Syndicate, SCOR SE UK branch and SCOR Europe SE UK branch (together the "SCOR UK Entities"), including activities carried out through SCOR-external agents (notably MGAs) including, but not limited to,
- identifying, assessing, and communicating applicable rules and regulations
- detecting, preventing, and mitigating risks of non-compliance with such rules and regulations
- designing and implementing effective and efficient regulatory compliance frameworks
- ensuring the fulfilment of regulatory reporting obligations and other queries of the supervisory authorities of the SCOR UK Entities (Prudential Regulation Authority, Financial Conduct Authority, Lloyd's, as applicable)
- supporting the implementation and maintenance of adequate governance frameworks.


They will act as Deputy to the Head of Compliance, Regulatory and Corporate Governance UK, including, but not limited to, attending Board Committee, Executive Management Committee and other meetings relating to the SCOR UK's Entities' regulated (re)insurance operations and activities.

They will also have people management responsibility for two members of the UK Compliance, Regulatory and Corporate Governance team.


They will be a member of the worldwide SCOR Legal & Compliance function and working in collaboration with other members of the Group Compliance and Group Direct Insurance Legal & Compliance function as appropriate.


Key duties and responsibilities

General

  • Ensure identification and assessment of the regulatory aspects within the Compliance Plan and wider compliance framework, the proposal and implementation of appropriate action and oversee the delivery of such action, in support of the Head of Compliance, Regulatory and Corporate Governance UK
  • Provide direction and guidance on the daytoday activities of the UK Compliance, Regulatory and Corporate Governance team to ensure priorities are identified and me
  • Take a lead role in all regulatory related responsibilities managed by the team and be the point of contact for stakeholders on regulatory related enquiries
  • Manage and oversee the activities of the assigned members of the team (direct reports) and support them in their professional development
  • Attend regular market forums as required and provide updates to the team and relevant stakeholders
  • Support in a Deputy role the Head of Compliance Regulatory and Corporate Governance UK in ensuring the business operations are aware of all relevant regulatory matters

Regulatory

  • Ensure proper identification and assessment of regulatory requirements that impact on the SCOR UK Entities, ensure communication to relevant stakeholders, advise on required action to ensure compliance with such requirements and provide support and/or oversight on the implementation, including establishing and managing working groups as appropriate or requested, to ensure requirements are understood and rolled out to the business operations
  • Be responsible for horizon scanning to understand what new regulatory and legal requirements are likely to impact the SCOR UK Entities
  • Provide advice and support with assessing and mitigating the regulatory compliance risk to the business operations and activities, in close cooperation with relevant stakeholders
  • Ensure that appropriate and robust systems and controls are in place for the SCOR UK Entities, ensure that regulatory requirements are complied with within required timescales and support and monitor remediation of identified noncompliance gaps
  • Review and ensure that communications, queries, and requests (regular and ad hoc) from supervisory authorities are understood by relevant stakeholders, including setting out clear instructions and deadlines as required, and support, monitor and/or manage that such queries and requests are timely and adequately addressed
  • Provide advice and support on licensing matters relating to the SCOR UK Entities, including ensuring that licenses with foreign regulators are kept current (except SCOR SE's and SCOR Europe's home state regulatory authority in France)
  • Oversee the completion of regulatory deadlines as outlined in the business timetable and Compliance Plan, including adhoc regulatory and information requests
  • Take a lead role in the production and timely submission of regulatory returns including but not limited to, quarterly complaints benchmarking and performance metrics, quarterly FCA RMAR, annual close links and controllers report, annual FCA value measures and pricing attestation, biannual eligible complainants return
  • Identify, assess, and manage required action for the successful obtention of full UK authorisation of the UK branches of SCOR SE and SCOR Europe, and proactively support local mana
