£23,400 per annum


Hours: 40 per week, to be worked flexibly.

HCL Compliance Manager


Main purpose of the role:


To undertake the role of Review Officer, taking responsibility for ensuring that Person Centred Care is provided to a high standard through good, comprehensive assessment practice which places the customer's needs, wishes and goals are at the forefront of the care provided by HCL.

The Post holder will play a key role in ensuring that compliance is maintained, working in partnership with other teams within the HCL team of staff and customers, ensuring that a safe and reliable service is delivered on behalf of HCL which promotes best practice.

Experienced in quality provision of care the Field Care Supervisor will provide leadership to the care team to ensure high standards and quality is embedded into practice, which instils a culture of respect and compassion for our customers.

Main Duties & Responsibilities:


  • Proactively develop effective care teams through positive leadership, promoting professional behaviour of all staff to ensure HCL deliver high standards and quality of care across its care services.
  • Carry out comprehensive assessment and care planning with new customers, carers, and their families to identify need, ensuring that the care plan reflects a customer, needs, wishes and goals and supports positive risk taking to promote independence and enablement.
  • Provide support to new care staff, through planned shadowing exercises across all services, identify training needs and providing coaching as appropriate to promote good practice and high standards of care provision.
  • Ensure care is delivered with dignity and respect in accordance with the standards laid down within the Fundamental Standards of Care.
  • Ensure all requirements of the Care Quality Commission (CQC) and Safeguarding are adhered to, recorded, and reported in line with HCL policies and procedures.
  • Conduct Spot Checks on care staff, ensuring these are timely, planned, and documented using HCL recording systems.
  • Consistently conduct Spot Checks on the PASS system to ensure electronic record keeping is maintained and effective, reporting any areas of concern to the Care Coordinator.
  • Conduct Service Reviews as required, reporting directly to the Care Coordinator any changes which will need to be conveyed to the commissioning authority.
  • Monitor medication management using the MARS system, reporting any areas of concerns to the Care Coordinator without delay.
  • Address any areas of weakness, poor practice, or other areas of concern with care staff practice without delay, reporting to the Care Coordinator individuals of concern to ensure that corrective strategies can be put in place.
  • Provide care cover across services, particularly in times of emergency, staff shortages etc if requested to do so.
  • Develop and maintain effective communication and good relationships with the people HCL support, relatives, staff and third parties.
  • Support the Care Coordinator to create and develop links between the customer and the Local Community.
  • Ensure accurate, timely reporting and effective communication of all data/records.
  • Ensure all processes/systems are correctly used in line with the guidelines provided by HCL.
  • Liaise with the Care Coordinator to ensure systems are in place to enable the identification of hazards and complete risk assessments for staff, the service user's home, and individual living there as appropriate.
  • Notify the Care Coordinator of any need to complete a RIDDOR and notification and accident/incident reports as required.
  • Act upon any risks/threats reported concerning the health and welfare of staff and/or customers either in the homes and/or local community reporting directly areas of concern to the Care Coordinator.
