Job summary:


The Government Security Group (GSG) is responsible for the oversight, coordination and delivery of protective security within all central government departments, their agencies and arms-length bodies.

GSG supports Ministers, the Cabinet Secretary and Chief Executive of the Civil Service by monitoring departmental security performance and managing serious or pan-government security risks and incidents.

We provide the corporate centre for the Civil Service wide Security Function, so as well as working in a close knit, mutually supportive, high performing central team there are plenty of opportunities to work with all government departments and agencies.

Within GSG stands the Directorate of Security Capabilities (DSC). DSC supports the development and delivery of high profile, key security initiatives.

This includes a small team responsible for the strategic oversight and governance of Rosa - the secure IT system that the Prime Minister, Foreign Secretary and other key Cabinet members rely upon to handle national security, sensitive defence, diplomatic, trade and counter-terrorism matters.

GSG's information and cyber security policies drive the requirement for working at SECRET, so oversight sits with us. Cabinet Office has the responsibility for Rosa's strategic oversight and governance.

The Rosa Service Organisation, hosted by the Foreign, Commonwealth and Development Office, manages and delivers the system and service itself.

With over 14,000 users across 80+ organisations in 335 sites and 166 countries, Rosa is a critical capability for protecting information against cyber-attack in ways that vulnerable OFFICIAL networks cannot.

Rosa is a key element of the Government Cyber Security Strategy and central to HMG's ability to deliver its national security, diplomatic, law enforcement and sensitive policy development activities.

This important role forms part of a small, strategic, multi-disciplinary Rosa Oversight and Development team in the Cabinet Office.

Primary responsibilities include delivery of a full secretariat function for the Rosa Owners' Board, income gathering for Rosa costs across partners and supporting the G7 Rosa Secretariat, Governance and Income Lead as part of a wider system of good governance for 30+ departments.

This job offers opportunities to support the evolution, shaping and transformation of the key governance Board for Rosa.

As part of the wider team, the postholder's ability to secure funding from partners is fundamental to the management of overall spend for Rosa.


Job description:


Key responsibilities:

Proactively planning and delivering full end-to-end Secretariat Services for the Rosa Owners' Board to include:

  • Liaising with internal stakeholders to ensure relevant actions from Board meetings are tasked and complete ahead of the next meeting.
  • Producing comprehensive and accurate records pre, during and post Boards, to be retained centrally for audit purposes.
Proactively managing income collection from Rosa partners across run and investment to include:

  • Pre-planning and delivery of the annual forecasting exercise to determine income levels across 80+ Rosa partner organisations.
  • Securing timely funding from Rosa partners by monitoring, expediting and reporting on the receipt of income to senior managers.
  • Maintaining comprehensive, accurate records to inform reporting and enable any dispute resolution.
  • Identifying and reporting against income related risk.
  • Developing repeatable systems and processes to ensure income collection is easily understood by all.
  • Supporting the Rosa Secretariat, Governance and Income Lead on all areas of Board, income collection and governance work.
  • Leading on areas of internal/corporate contributions for the Rosa Oversight team to include management information, alignment of systems, ad hoc and routine team returns, as well as keeping the team's intranet page up to date.
  • Taking responsibility for discreet work projects spanning across the team in support of senior management.
