Description

An exciting opportunity has arisen to be part of the commissioning finance team within the finance directorate on a permanent full-time contract.

The post holder willsupport the Senior Finance Colleagues and Finance Managers in the provision of management accounts by achieving the following:

Providing accurate financial data and information relating to the services that are commissioned by NHS Cornwall and Isles of Scilly Integrated Care Board (ICB).

Using historic and other relevant information, provide robust forecast outturn;
Financial Projections;
Be responsible for working with the Finance Managers in quantifying and evaluating the options in respect of service reconfigurations, developments and realignments; and

Assist in the continuous review and development of processes and reporting standards

Maintaining ledger records to a high standard and keeping a full audit trail of agreed changes.

Ensure a high quality management accounting service is provided to budget holders.

Provide high quality management accounting support relating to commissioned/acute services.


Assisting in the on-going maintenance of the roll-over budget calculations, including the calculation, and recording of all budget requirements and encompassing the identification and calculation of the current year and full year effects of all adjustments.

This will include the construction and maintenance of pivot tables and spreadsheets to allow for appropriate financial analysis and forecasting.

The financial outcomes of this analysis to be reported to the Finance Managers.

The post requires using a computer on a daily basis with speed and accuracy. This includes reconciliation of computerised control systems. Developing spread sheets and undertaking enquiries on several financial based systems.


To have the responsibility for the production of accurate, detailed monthly finance reports for managers, including forecasts of the full year position, for incorporation into ICB's overall financial reports to the Governing Body.

Analyse financial data, investigate and resolve financial queries and discrepancies.

This will involve regular liaison with relevant budget holders to assist in the explanation and understanding of variances from financial plan.


Through the budget setting process the post holder will assist the Finance Managers with quantification of generic cost pressures, local cost pressures and the impact of activity level changes within the specified SLAs.

Support Managers in ensuring sound financial controls are in place within the Directorate.

Support and inform the requirement and targeting of resources, monitoring, implementing and delivery of financial recovery/saving plans by providing information and analysis.

Propose changes to working practices and procedures and implement plans to own and other areas.

Deliver finance training to non-finance colleagues and co-ordinate the work of junior staff.

Deputise for finance colleagues when required, including attending meetings.

Undertake additional duties and procedures required to complete the annual accounts in accordance with national guidance and timetables.

Provide additional information and explanations required by external auditors.

To undertake any other duties as required, which are consistent with the grade and nature of the post.
