    Job summary

    We are recruiting a Director of Grants Delivery to complete the establishment of a�centralised grants delivery capability, which will be responsible for delivery of all the�department�s grant schemes. The Grants Delivery Directorate (GDD) will be a�centre of excellence, working closely with colleagues from policy, finance, analysis�and legal, as well as industry experts, to award and monitor grants across a wide�range of policy areas, ensuring compliance with government grant standards and�HMT�s Managing Public Money. The department�is currently overseeing�the delivery�of a portfolio of 18�live and legacy schemes, with a�combined lifetime budget�totalling c�30bn.​

    ​The Grants Delivery Directorate is geographically dispersed with staff based across the UK. The team currently comprises c55 FTE, which will grow as delivery�responsibilities for all grant schemes across the department are migrated into GDD.

    Job description

    The role will be the Senior Responsible Officer for the department's grant schemes, reporting to DBT�s Chief Financial Officer (CFO) and will be a�key member of both the Director General Chief Operating Officer and CFO senior leadership teams. The role will:​

  • Provide leadership and direction for effective grant making activity within the DBT;​
  • Lead implementation of grant related policy and compliance with the Grants Functional Standard across DBT;​
  • Ensure the required outcomes from DBT�s grant making activities are delivered at an acceptable level of risk and cost;​
  • Ensure that DBT�s grants capability has in place effective counter-fraud management strategies;​
  • Lead a geographically dispersed directorate of grant professionals, creating a motivating environment for colleagues to flourish in their roles.​
  • In addition, the role will provide critical leadership to the transformation of the department�s grants delivery capabilities, working closely with and�influencing senior policy professionals and other departmental leaders, and will be responsible for:​

  • Completing the establishment of the Grants Delivery Directorate, including related policies, processes, systems and structures;​
  • Implementing a robust governance framework to monitor grants portfolio performance, progress and compliance with government grants�standards; and​
  • Overseeing the migration of delivery responsibilities for all departmental grants into GDD.

    Essential Criteria

  • You will be highly skilled in managing large-scale transformation, with demonstrable experience of leading complex change programmes.
  • You will have an in-depth understanding of how grant funding supports the delivery of strategic objectives and its accompanying opportunities, risks and challenges.
  • You will have previous experience of managing large programme budgets, maximising value for money and minimising risk of fraud and error.
  • You will have a proven track record of thinking strategically, with the communication, influencing and collaboration skills to galvanise a diverse range of senior stakeholders around a shared and compelling vision.
  • You will have proven experience in a senior leadership role with responsibility for setting direction; and building and inspiring high performing teams.
