Description

Set-up and organisation Support PCNs, individually or as locality groupings to project manage and deliver specific quality improvement pieces of work as identified as joint priorities, including supporting the development, delivery and engagement by Primary Care with education, prioritising reducing cancer related health inequalities through prevention, and early diagnosis of cancer.

Work with Localities and PCNs to define the scope of the work, need / evidence for the work, resource requirements, monitoring and assurance functions.

This will be achieved utilising recognised quality improvement methodologies and GM Cancer programme management documentation.

Co-ordinate, facilitate and support the administration of meetings to aid the delivery of quality improvement programmes and manage the follow up agreed actions with responsible group members, holding them to account for progress.


Arrange, support and encourage engagement with educational / engagement events where required by Primary Care colleagues and other stakeholders to support the successful delivery of quality improvement projects and also to allow new developments and learning from projects delivered to be disseminated across the system.

Facilitate full and active patient participation in the projects and any sub groups which may be established to support this work.

Work closely with networks identified above as required to ensure ongoing engagement and dissemination of the progress and outcome of work undertaken.

Identify and mitigate / escalate any issues / risks to the programmes of work identified including where engagement at Locality or PCN level is poor and report these via the GM Cancer reporting mechanisms.


Communication and support Use effective communication skills to present to internal and external stakeholders on quality improvement delivery / performance and outcome information.

Be the first point of contact for Localities and PCNs seeking advice or support in relation to the specific quality improvement projects as supported by the postholder.

Use negotiation, influencing and motivational skills to gain support for the quality improvement projects across a range of stakeholders.

Ensure appropriate levels of patient engagement is embedded into quality improvements as they are set-up and implemented, ensuring involvement in key aspects of the quality improvements, and ensuring support is available to patient representatives when and if required.


The post holder will then ensure that the findings and feedback from patients is used to inform any re-design aspects of the services.

Produce regular and ad-hoc quality improvement reports for internal and external audiences.

Use effective communication to ensure that quality improvement delivery, performance and outcome information is co-ordinated with other relevant projects or programmes across the GM Cancer footprint.

Using change management techniques to ensure solution focused change brought about by quality improvement is managed effectively and efficiently including benefits realisation, development of policies and procedures, impact of the quality improvement and any management of change.


Data and information Support the collation, interpretation and presentation of data and intelligence to identify trends, key messages and opportunities to improve patient outcomes and experience relative to the locality / programme of work for which the post holder is responsible.

Advise and support the development of measurable outcomes for programmes of work identified and track and report on progress. Assess and collate progress of programmes of work to support reporting on progress.

Planning and reporting Develop project plans with localities to facilitate the delivery of quality improvement projects to achieve agreed programme objectives.

Develop and maintain a risk register for all projects and report on identified risks.

Engage and deploy the skills and resources of the whole Early Diagnosis team of GM Cancer flexibly to support quality improvement projects.

Liaise with stakeholders across the GM system to deliver the programme of work identified.

Liaise with stakeholders to ensure the delivery of the training and education programme marries with the identified needs of Primary Care colleagues and to maximise engagement.

Manage and monitor competing deadlines.

Work with the Early Diagnosis Clinical Lead and Director of Commissioning to report on progress in achieving the years objectives, the challenges faced during the year, and the priorities for the next year.

Quality Provide project management support to ensure that guidance relative to local and national quality standards is embedded as an outcome of programmes of work.
