The Role


The UK Civil Aviation Authority is the National Supervisory Authority and Competent Authority as directed by the Department for Transport for the regulatory oversight for Aeronautical Information Management (AIM).


As a key member of the AIM and MET policy team, the main purpose of this role is to work collaboratively across the CAA and with industry partners to develop proportionate and pragmatic regulations, policy and guidance material for use by internal and external stakeholders.

Additionally, you will also carry out and support regulatory oversight of all applicable parties within the AIM domain


Core Accountabilities

  • To conduct regulatory oversight of the UK Aeronautical Information Service Provider (NATS) and in so doing, discharging the obligations devolved to the CAA by the UK government under the terms of UK Reg (EU) 2017/373, other applicable international legislation and the UK Air Navigation Order
  • Develop policies and ensure they are proportionate, in accordance with the Better Regulation Principles and in line with relevant national and international regulatory framework
  • Ensure that a regulatory oversight program of the UK's AIS provider is in accordance with published CAA policies and are undertaken under PBR principles
  • To act as a CAA focal point for all AIM matters and to provide aeronautical information management policy and advisory support on complex technical or operational issues
  • To ensure that the UK AIS Operating Specification and AIS product specifications are maintained and followed
  • To support other capability teams that carry out regulatory oversight of parties in the upstream (and if needed also downstream) data chain and that fall within the scope of aeronautical information and data quality provisions. Contribute to the SARG objective to be recognised as world leaders in safety regulation
  • Develop policies consistent with safety and business needs, including CAA Business and individual Action Plans, and external drivers
  • Ensure policy, guidance, web and regulatory material is maintained, updated and available in a timely manner
  • Respond to accepted AAIB Safety Recommendations
  • Within the bounds of the AAA SLA provide support to CAAi & ASSI
  • Effective and recognised contributions are made to national and international aviation policy development
  • Meeting expected CAA competences
  • Meeting personal objectives agreed with Line Manager
  • Satisfactory completion of training courses/modules/professional qualification
  • Providing High Quality of written and verbal communications within timescales

About You

To be considered for the role you must:

  • Have a practical understanding of aeronautical information products and services and how these relate to airspace systems, airspace users, flight operations and aerodrome operations
  • Knowledge of relevant UK and global legislation (e.g., ICAO, FAA, UK Basic Regulation) and standards setting bodies (e.g., BSi, CEN, LAA, BMAA & SAE) and appropriate levels in PBO, SMS, RIA, HF, CAA Regulatory Principles, and risk assessment
  • Have a sound knowledge and practical experience of Management Systems, impact and safety assessments, and project management
  • Have a sound knowledge of the regulatory oversight mechanisms and enforcement policies employed by the CAA, and ICAO, in the AIM domain
  • Have proven ability to communicate effectively verbally and in writing and to influence at all levels internally and externally, with national and international stakeholders, and to produce concise, unambiguous discussion papers for presentation at various bodies within the CAA and Industry
  • Have the ability to build strong collaborative relationships
  • A selfstarter capable of working autonomously, able to work using own initiative whilst also contributing as a crucial part of a small team
  • Be proactive and possess strong time management skills to meet demanding deadlines by utilising excellent prioritisation skills and the ability to manage others' expectations
  • Have a creative approach and a willingness to continue to learn
  • Possess good organisational discipline and the ability to work effectively within multidisciplined teams and multinational teams in the international arena
