Description

The Export Control Joint Unit (ECJU) is based in the Department for International Trade (DIT) and combines operational and policy expertise from DIT's Export Control Organisation with advisory teams from the Ministry of Defence and the Foreign and Commonwealth Office.


As Business and Continuous Improvement Lead, you will be responsible for approving and prioritising internal and external user requirements for the new service, working closely with the Product Lead to deliver the project in line with business need.

You will own the scope and specification for the new system and ensure it evolves as we develop our understanding of the user.

You will also support communications to users, as well as governance and assurance.


Beyond delivery of the project, you will lead on the identification and implementation of improvements to ECJU's processes and ways of working, including system updates, business processes, further requirements prioritisation, governance and management structures.


You will need to be well organised, work collaboratively with a range of stakeholders and deliver at pace in a high-profile team.


Job description

Lead on LITE System Specification

  • Agree with Digital, Data and Technology Directorate (DDaT) on the system specification making sure it is fit for purpose operationally and deliverable.
  • Sign off on all business requirements before DDaT put anything into development giving oversight for the whole of ECJU.

Lead on decision making

  • Make and document clear decisions as the Business/Product Owner on system requirements for the business and escalate where necessary.
  • Make clear decisions where descoping is an option on a particular feature.
  • Where several opinions are being offered on design, Business/Product Owner will make the final decision.

Lead on delivery

  • Identify ECJU staff required in the design and development of the system features. Agree availability of this resource with the business and escalate any issues.
  • Own allocated project milestones to ensure any delays are justified and any risks to delivery/operations are being mitigated appropriately.
  • Contribute, own and take forward the rollout plan with DDaT.

Lead and be involved with governance and assurance

  • Champion the rollout of LITE, motivating and energising the entire team as the ambassador for the benefits that the new digital service will bring.
  • Jointly feed back with DDaT and the ECJU Head of Delivery to the LITE Project Board on the delivery of the project.

Lead continuous improvement across ECJU

  • Identify and improve ECJU's processes and ways of working.
  • Continuously identify and improve system updates, business processes, governance and management structures.
  • Ongoing prioritisation of continuous improvement requirements.

Hybrid working
Please be aware that this role can only be worked from within the UK and not overseas.


Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role.


Most DIT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in an office, on average.

If your office location is London, you will be eligible to receive London weighting.

Desirable Criteria

  • Have good stakeholder management skills with the ability to develop and influence relationships with both internal and external stakeholders.
  • Be selfmotivated and agile in your approach to new ways of working within the ECJU.
  • Be able to develop and implement new processes that will support ECJU's new Target Operating Model.
  • Hold a good level of organisational skills to ensure processes are compliant with audit and monthly/annual reporting.
