The Data and Communications Company (DCC), a Capita subsidiary, delivers smart metering services for gas and electricity under licence from the UK Government.

Together with our customers and partners we're connecting homes and businesses to a single, securenetwork for digital smart meters. Once fully rolled out, it will cover over thirty million homes and small businesses in Great Britain.

The network is mandated to:
Operate reliably for all consumers regardless of their energy supplier
Enable consumers to switch energy supplier quickly and securely
Provide smart metering data to network operators to support the digitisation of theenergy industry and the development of a smart grid
Allow authorised third parties to provide consumers with information they have requested, such as how they can reduce their energy usage

To deliver on these commitments, Smart DCC is investing in highly skilled, multi-disciplinary professionals who are interested in operating in a dynamic, client-side environment with significant levels of engagement with industry, Government and DCC's communityof service providers.

Role

The Risk and Assurance team, within the Finance function, is responsible for managing enterprise and functional risk, regulatory compliance, and internal audit across the organisation.

The team reports to the Director of Risk and Assurance, who reports to theChief Financial Officer. The team is geographically split between the Manchester and London offices.

The Business Compliance Manager role sits within the Internal Audit, Assurance and Compliance sub team (6 FTE) and you will be supporting the Head of Internal Audit, Compliance and Risk Assurance in meeting the function's strategic objectives.

You will do thisby demonstrating a drive to achieve best practice in compliance, internal audit, governance, and controls.
What you'll be doing

The role holder will manage the delivery of an effective Compliance Management Framework, support Internal Audit activities in relation to compliance verification and track outcomes/ corrective actions.

This is a 12month fixed term contract to cover maternity leave within the team.
What we're looking for

Compliance:
Maintain and build on existing compliance monitoring and reporting framework for the DCC, with a particular focus on the Retail Energy Code (REC), the Smart Energy Code (SEC) and the Smart Metering Communication Licence (Licence)
Trace and validate evidence to support compliance against our regulatory obligations
Execute compliance-based audits/reviews to validate regulatory compliance

Deliver clear and concise tracking, reporting and insight on the status of DCC compliance, including risks and issues, and to ensure that appropriate insight and recommendations are input into relevant functional reporting (for example, Quarterly Business AssuranceReport) and wider DCC regulatory reporting.

Ensure that compliance requirements and outcomes are integrated into key business processes, including but not limited to the programme change delivery and operational change processes
Instil organisation-wide awareness of the importance of compliance across the DCC, through appropriate training delivered to DCC teams as required to support the effective operation of compliance processes
Proactively identify and manage risks, issues and opportunities for improvements within the design and operation of the DCC compliance framework
Promote good governance, compliance management and controls across the business
Support cross-functional team tasks and flexible working to ensure wider team objectives are delivered


Risk Management:
Acting as Business Partner to Functional Risk Leads across the organisation providing support to functional leads in the completion of their risk registers
Horizon scanning to identify new business risks

Reporting:
Produce and develop MI and KPI's for Compliance
Collate and analyse data, and assist with the completion of the quarterly business assurance review (QBAR) report
Collating and analysing data for, and completion of the DCC Annual Compliance Report
Develop data collection tools/methods to track historical trends, progress, and outcomes for reporting purposes
Enhance reporting capability by leveraging SharePoint and PowerBI

Thought Leadership:
Promote good governance, risk management and controls across the business.

Identify risk and opportunities for improvements within the role, function and business that can deliver long-term positive returns for the business.


Skills and Experiences Essential:
Minimum 5 years relevant experience in a compliance or business assurance role, including experience of operational controls testing and/or audits
Strong practical experience of the challenges and key-success-factors to drive a successful compliance framework approach and implementation
Strong understanding and familiarity with relevant compliance tools (e.g. SharePoint)
Delivery of management reporting and insight
Experience of engaging and influencing stakeholders at all levels up to and including executive level
Proficient in Excel (data analysis, Pivot Tables), Word (report writing) and SharePoint (managing lists and document libraries)
Managing multiple projects in parallel and delivering to time

Skills and Experiences Desirable:
Experience of operational and/or programmatic audits, business assurance and continuous improvement activity
Experience of working in the energy, government or telecommunications sectors
Experience of working in a regulated environment
Comfortable operating within a matrix environment
Able to create PowerBI reports
