    This role is based at Old Oak Common Station and the expectation is to be onsite 3 to 4 days per week.

    Base salary: £91,000pa to c.£113,750pa depending on skills and experience. In addition, we offer flexible benefits fund of 20% which is paid on top base salary and is fully pensionable, as well as a range of competitive benefits - check them out in the Benefits section on our website.

    As a Head of Commercial at HS2 you will support the Old Oak Common Project Client and Stations Commercial Director to safely deliver one of HS2's flagship stations to time, cost and quality. Old Oak Common is a new super-hub set to be the best-connected and largest new railway station ever built in the UK, with six high speed and eight conventional service platforms.

    We're looking for applicants who have worked on projects with scale and complexity, who have exceptional collaborative behaviours, who can provide expert commercial advice, who can diligently administer NEC contracts, and who can lead a skilled and successful commercial team.     About the role:

    Pre Contract:

    • To be responsible for providing the appropriate commercial input to the development procurement and commercial strategies and package procurement plans for the major infrastructure contracts that are to be awarded to ensure affordability and value for money.
    • To be responsible for supporting the Procurement team in the development and delivery of tender and contract documentation including terms and conditions and associated commercial mechanisms, works and site information to consistent with strategies and procurement plans.
    • To be responsible for supporting the development and execution of tender evaluation models and plans.

    Procurement:

    • To be responsible for providing appropriate support in the evaluation of, moderation and negotiation of tenders and to provide support to deliver Contract award.
    • To be responsible for supporting the delivery of HS2 governance.
    • To be accountable for developing a contract management plan.
    • To be responsible for supporting contract readiness.

    Post Contract:

    • To be responsible for the contract management of the major HS2 infrastructure contracts to maintain effective commercial control including assessment of;-
    • variations and compensation events
    • Contract payments
    • Performance incentives
    • Final cost estimate updates
    • To be accountable for effective cost verification.
    • To be responsible for supporting monthly MBR and contract performance reviews and other ad hoc reviews.
    • To be responsible for the settlement of supply chain disputes.
    • To be responsible for providing day to day ad hoc contract and commercial advice to client team.
    • To be accountable for leading the identification of opportunities for project savings and develop proposals / business case for approval.
    • To be responsible for creating a collaborative culture within the Integrated Project Teams (IPT) that encourages innovation, enhances functional capability, consistency of performance, maximises the benefits of knowledge sharing and embedding industry best practice across the organisation.
    • To be accountable overall for the commercial relationship and engagement with key contractors.
    • To be accountable for leading and reviewing estimates (at all stages).

    Leadership:

    • To be responsible for providing second corporate governance approval of change and risk draw down in accordance with corporate governance requirements.
    • To be accountable for leading commercial resources, agreeing objectives, managing performance and development to ensure staff have the necessary skills and support to deliver in their roles.
    • To be responsible for providing domain knowledge in the development and maintenance of efficient and effective contract and commercial management policies, processes and procedures.
    • Actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.

    About you:

    Skills:

    • Ability to lead and manage portfolios of high value and delivery critical contracts to deliver major complex infrastructure or similar projects and programmes.
    • Ability to develop commercial and procurement strategies and plans for major and complex infrastructure projects.
    • Ability to establish and maintain effective, value driven commercial relationships with supply chain.
    • Ability to negotiate with both internal and external parties, to settle disputes whilst maintaining business critical commercial relationships.
    • The ability to manage diverse internal and external stakeholder parties to achieve successful project outcomes.
    • The ability to develop and improve commercial policies, processes and procedures.
    • The ability to lead, recruit and develop commercial teams in a complex organisation.

    Type of experience:

    • Experience of leading commercial management teams in major complex infrastructure projects and programmes to deliver value for money for the Client/Employer.
    • Experience of working with or for publicly funded bodies and/or a major publically funded programme
