    About the Team

    General Expenditure Policy (GEP)sits at the heart of HM Treasury's Public Spending Group. We are a friendly and inclusive team, responsible for reporting to the Chancellor and Chief Secretary on spending control. We work closely with Strategy Planning and Budget Group, the Fiscal Strategy Group, spending teams and No.10 to manage risks and ensure Ministers have advice on future public spending strategy and on options for funding new priorities, both at fiscal events and as they arise throughout the year. We also work with other government departments to monitor the real-world impact of spending, to ensure that outcomes for citizens are placed at the core of decision making. The team is also the custodian of the Green Book and Major Project appraisal.

    About the Job

    This is a central and fast-paced role within GEP's Capital Spending Unit. In this role, you will lead the branch in the Capital Spending Unit responsible for analysis and allocation of multi-year capital budgets across government in the Spending Review (over £115bn per year) from economic and social infrastructure to R&D. You will help shape the spending strategy and trade-offs across ministerial priorities e.g. energy security and net zero, Defence, hospitals, schools. The role would suit an official who is able to blend strong analytical capabilities with strategic thinking and/or an analyst with experience of spending policy.

    Responsibilities include:

    · Leading HM Treasury's capital analysis for fiscal events and the spending review.

    · Leading advice for the Chancellor and Chief Secretary on cross-cutting capital issues.

    · Line management of one Range D (HEO/SEO) colleague.

    · Supporting the leadership of the Capital Unit and wider GEP team.

    · Acting as a GEP account manager.

    About You

    An economics or finance background is not a requirement. However, strong analytical skills, high proficiency with Excel and public spending experience is valuable.

    You will have strategic awareness and sound judgement, proactively developing analysis based on an understanding of fiscal, economic, and political factors; possess excellent analytical and numerical skills, with a proven ability to use Excel to deliver high-quality analysis, undertake robust quality assurance, and reach reasoned conclusions and build strong relationships and work collaboratively in situations where colleagues may have a different balance of interests to your own.
