The Role


The main purpose of the Airspace Regulator (IFP0 is to establish and implement the United Kingdom policies for the provision of Instrument Flight Procedures (IFP) in accordance with the Directions to the CAA from the Department for Transport's including any supporting legislation.


  • Ensure that such policies are in accordance with all relevant national and international requirements, conventions, and safety management principles.
  • Oversee organisations approved for the delivery of IFP design service in the UK once approved.
  • Assess IFP designs submitted to the CAA as part of the airspace change process ora 5Yr periodic reviews and recommend regulatory decisions.

Core Accountabilities

  • Regulatory oversight of all CAA approved Instrument Flight Procedure designers/organisations to ensure effective IFP design services are delivery in compliance with both national and international regulations and standards
  • Regulatory approval of Instrument Flight Procedure designs submitted by CAA Approved IFP Organisations and Designers
  • Support the development of UK policy for conventional and performancebased navigation (PBN) Instrument Flight Procedures
  • Providing advice and guidance on all aspects of Instrument Flight Procedures, airspace change proposals, Annex 4 charting, supporting navigation aids and ARINC Coding for PBN IFPs
  • Coordinating with aerodrome sponsors, ANSPs, Flight Crew, Air traffic Controllers and others to determine IFP design requirements and ensure feedback is incorporated in designs where applicable
  • When requested, provide specific IFP related expertise to support Air Safety Support International (ASSI) regulatory work in the UK Overseas Territories
  • Participating in various Working Groups or Panels at the national or international level to ensure that the needs and interests of all UK airspace users are considered when reaching any decisions
  • When required, prepare discussion, or working papers to provide senior management with the necessary information for strategic planning and decision making
  • The job holder is expected to make a personal contribution to training and development while taking a positive interest in the role
  • In respect of Risk Management, the job holder shall be aware of the CAA Risk Management Policy and highlight to his/her manager any new significant Business Risks that become apparent in his/her area of responsibility
  • When requested by the AR management team, assist other areas of the CAA when required

Safety And Regulations Group Generic Accountabilities:

  • Through line management as appropriate, responsible for making a decision on whether to commission an investigation when a breach of aviation law is suspected or resulting from a recommendation from the IET
  • Capture and readily share safetyrelevant intelligence, information, and analysis from multiple internal and external sources with all CAA groups
  • To keep up to date with CAA records management policies and procedures and to amend AR practices and procedures to ensure continuing compliance

About You

Essential - The job holder will:

  • Have extensive experience of working as an instrument flight procedure designer
  • Have obtained a recognised IFP design training in ICAO PANS-OPS for all types of instrument flight procedures
  • Have a strong knowledge of UK and European legislation governing the aviation sector
  • Have had extensive operational experience as a pilot (operational experience in the glass cockpit environment an advantage), or Air Traffic Control Officer or a directly related area
  • Be trained in auditing techniques to supplement the analytical and professional skills/knowledge required to evaluate and audit the work of the Approved Procedure Design organisations/individuals
  • Have an indepth understanding of ARINC Coding principles for use in the coding of PBN IFPs when applied in different aircraft flight management systems (FMS/C)
  • Have a good range of negotiating and communications skills and will be fully accomplished in the use of standard desktop publishing IT (Word, Outlook, Excel, PowerPoint etc.)
  • Be fluent in verbal and written English
  • Be eligible to work in the UK


Additionally, a methodical approach to working and attention to detail are vital prerequisites together with an ability to analyse and resolve complex three-dimensional situations.

Report writing skills and the ability to manage multiple project deadlines and priorities are essential.
