The Secretary of State for Levelling Up has set out a highly ambitious agenda to level up the country and deliver better outcomes for all.

The Department for Levelling Up, Housing and Communities (DLUHC) has established a new Spatial Data Unit (SDU), aiming to transform our ability to map and track local areas' progress on levelling up and to understand how government interventions interact with places across the UK, at a local level.


The Unit is focussing on:
SDU is undertaking work to support the devolution agenda.

As part of this we are recruiting to come and work with SDU to support our work on devolution and local data capability.

This is an exciting opportunity for someone passionate about the Levelling Up agenda and local government to help shape the work of SDU.


You will be working with our programmes of work focused on delivering on data related commitments in existing and upcoming devolution deals.

You will be working closely with local and central government stakeholders to help improve data sharing and identify opportunities to strengthen data capability in the local government sector.

You will help shape proposals to deliver on relevant commitments and getting senior and wider stakeholder support to drive these forwards.

Job description:

As a Local Government Data Capabilities Officer you will:

  • Work with Mayoral Combined Areas, experts and senior data leaders across government to enable greater data sharing between central and local government, to help inform the creation of data partnership principles.
  • Establish and help run a new Local Chief Data Officers' (LCDO) Council, to facilitate data sharing, share learning and maximise the value of local data and statistics for local decisionmaking
  • Create links and facilitate collaboration between SDU and devolved areas to understand where joint working can help strengthen data capability.
  • Support new collaborative data projects between SDU and local areas, for example the joint project between West Midlands, Greater Manchester, ONS and SDU to improve understanding of on the Night Time Economy.
  • Help coordinate workstreams across DLUHC to identify opportunities for joint working.
  • Undertake research and evidence gathering to understand the current local data landscape and need.

Person specification:

As a Local Government Data Capabilities Officer you'll have:

  • Knowledge or understanding of issues facing Local Government and understanding of opportunities and challenges of devolution.
  • Experience of supporting or working with Boards, steering groups or other membership groups, bringing together different stakeholders and views around a common vision
  • Experience of building networks and relationships of influence at all levels, including senior leaders, to successfully deliver objectives.
  • Ability to establish strong internal and external relationships, and to communicate with different audiences, including senior decision makers.
  • Excellent decision making and judgement skills, and ability to synthesise complex issues effectively and at pace to senior decision makers.
  • Ability to effectively balance competing priorities.
  • Strong organisational skills and ability to work with independence.
