Job summary:

HR Strategy is made up of three teams.

The HR Policy and Employee Relations team maintain Ofsted's people policies and procedures, provide advice and guidance to senior leaders on emerging policy areas, manage the relationship with Ofsted's Trade Union Side, and shape plans to realise Ofsted's vision of a first-rate employee experience.

The Workforce Insight and Digital Transformation team develop our workforce insights and analytics, helping Ofsted to anticipate current and future workforce needs, and lead our work to modernise and realise the potential of our People Group systems.

The Reward and Strategic Workforce Planning team oversee our strategic workforce planning to ensure the organisation has the workforce it needs now, and in the future, and leads on Ofsted's reward strategies


Reporting to the HR Strategy Manager, Employee Experience, the post holder will play a key role in realising Ofsted's vision of a first rate employee experience.

In doing so, they will take account of Ofsted's culture and needs, our people and digital strategies, legislation and wider Civil Service priorities and requirements.

Person specification:

The key responsibilities of the role are outlined below. However, this is an overview of the role and is not exhaustive. Ofsted reserves the right to assign other duties commensurate with the
B2 grade as required.

  • Identify opportunities for improvement of the employee experience and to embed our culture and ways of working, ensuring that proposed improvements effectively balance the needs of the employee and the organisation and link solutions to strategy.
  • Lead on the coordination and delivery of the Civil Service People Survey. Own this process from start to finish, including working within Cabinet Office deadlines and engaging with the senior leadership team to identify areas of focus.
  • Work with Internal Communications and team leads to drive high engagement with the people survey.
  • Work with the wider HR team, Data & Insight and senior leadership team to provide detailed analysis and insights from the People Survey to inform their work. Support the analysis of the People Survey results to identify trends and opportunities around employee experience. Work with teams to explore their results around the employee experience, sharing best practice between teams and facilitating conversations for improvement.
  • Produce key workforce strategy metrics for stakeholders, providing and interpreting HR data to track and evidence the delivery of our workforce strategy.
  • Make use of available data and information to produce valuable analytics and insights, and identify opportunities to improve our understanding of the employee experience
  • Work collaboratively with the trade union side on those initiatives or pieces of work that the role holder is responsible for, including effective engagement, consultation and negotiation, in line with the Partnership Working Agreement.
  • Lead on the provision of high quality, expert advice on those initiatives or pieces of work that the role holder is responsible for.
  • Build positive working relationships and represent the People Group service with colleagues across the organisation, staff networks, the wider Civil Service, and external stakeholders.
