Job summary:
The public estate is large with diverse assets ranging from offices to hospitals, prisons, courts, warehouses, railways, roads, airways, canals, homes, barracks, ports, job centres, test centres, retail, schools and a large land asset.
The balance sheet value stood at around £515 billion in 2019 and there are over three hundred thousand recorded assets spread over thousands of different entities and systems.
To put this into context, some of the largest large private sector asset managers have around £10-20 billion in their balance sheets.
The Office of Government Property has its remit over all of the government estate being the home of the Government Property Function.
The function provides it with means for strategic leadership of the public estate and it is responsible to make sure the whole of estate delivers objectives:collaboratively, efficiently, compliantly and in a sustainable manner.
Job description:
The Head of Modelling and Analysis role is within the Office of Government Property (OGP) Data and Analysis team.
This role is directly linked with priorities of the OGP senior management and the modelling outputs will guide strategic decisions of OGP and Cabinet Office (CO) Ministers.
The Head of Modelling and Analysis will be supported by a team of analysts.
The Data and Analysis team manage the only central database of government civil estate properties and land, used by government departments, the devolved administrations and wider public sector bodies.
This system is currently undergoing a transformation and the post holder will help feed into this by defining business modelling needs.
Using stakeholder techniques to assimilate property data and functionality needs, the post holder will have to understand and translate business needs into business models supporting long-term solutions.
The post holder will lead development of analytical outputs and supporting property portfolio narrative in the annual State of the Estate report.
Person specification:
Key responsibilities for the role include:
- Lead on scoping, creating, and maintaining analytical outputs to support a range of programmes across OGP.
- Supporting and leading on developing analytical tools to deliver robust analysis and business case outputs for both financial and economic parts of the business case.
- Work with stakeholders to define information requirements for management and business intelligence purposes, and lead a team of analysts to reflect solutions.
- Work alongside senior stakeholders.
- Set and enforce best practice business modelling standards ensuring consistent look and feel, assurance and integrity checks on analytical products.
- Direct management of a team expected to comprise of up to 5 analysts.
- Help lead the analytical centre of excellence to support advanced Excel based modelling, business intelligence and powerBI and Tableau based visualisation and reporting.
- Feed into the development of a new Property Asset Register, by defining business data and modelling needs. Using stakeholder techniques to assimilate property data and functionality needs, the post holder will have to understand and translate business needs into data models supporting longterm solutions.
- Lead on the development of analytical outputs and support the property portfolio narrative in the annual State of the Estate report.
Specialist Skills and Requirements
Essential Criteria
- Proficient knowledge and experience of excel based business/ financial modelling.
- General understanding of Business Intelligence (BI) tools.
- Ability to lead analysis supporting complex policy problems.
- Excellent written and verbal communication skills, presenting complex technical messages to senior stakeholders using PowerPoint or other such aids.
- Understanding of the financial and economic analysis.
Desirable Criteria
- Familiarity of programming (preferably Python, SQL).
- Experience within a commercial environment.
- Possess a commercial (not necessarily real estate based) acumen in order to understand drivers of optimising move plans and calculating related savings.
Specialist Skills
- Advanced Excel skills.
- Python desirable.
- Tableau skills desirable.
