Job description:


  • The Matrix Programme is a transformation programme involving the Cabinet Office, Department for Business Energy and Industrial Strategy, Department for Culture Media and Sport, Department for Education, Department for International Trade, Attorney's General Office and HM Treasury. It is a unique crossgovernment collaboration that will unlock simpler, better and more joined up working, by bringing together the systems, processes and ways of working for key government functions such as Finance or HR, commonly known as Shared Services.
  • We are looking for a Head of Change & Engagement as the senior person in the Programme who is responsible for working with the Programme team and key corporate service stakeholders in departments, to manage the transition to the new ways of working, focusing efforts on the effect of changing technologies, structures and processes and ensuring the change management activities are delivered effectively and support benefits delivery.
  • The delivery of business change and engagement represents a core deliverable and mechanism for ensuring the readiness and adoption of new ways of working for the shared operating model for all departments, and critical to achieving the strategic outcomes for the Programme

Person specification:


Communications and stakeholder management:
Leading internal and external relationships as appropriate, and tracking these using stakeholder mapping and associated techniques.

This includes working closely with the Matrix Head of Engagement and Employee Relations to ensure clear communications and management of Trade Union and staff engagement and consultation.


Project and RAID management:
Provide ongoing assurance on delivery of departmental strategies and plans to ensure alignment with central approach.

Work with the Matrix Programme Manager/Delivery Lead, project leads to ensure risks, issues and dependencies are actively managed, put mitigations in place, act as an arbiter and resolve issues where they relate to people, communications, change and training.


Guidance and management:
Provide leadership to a small team of engagement and change experts.

Provide direction and guidance on development of programmatic ways of working and embedding change to the team, and more broadly across departmental professions.

Provide assurance on realisation of benefits for the Programme through planning and designing and ensure that project outputs meet programme requirements.


Skills and Experience- Significant experience of leading complex, multi-year change projects and programmes.

  • The ability to establish and develop productive relationships with internal and external stakeholders, bringing people together to understand the vision and objectives of the Programme, and providing effective challenge to drive forward the required changes.
