Description

Deliver to time and budget against specific projects as allocated by the Chief Operating Officer relating to specific new service developments or service improvement.

Take a lead in monitoring, promoting and taking corrective action regarding operational service performance and improvement across the divisions as delegated by the Chief Operating Officer.

Synthesise contracts agreed with Commissioners into existing capacity plans to achieve a balance between anticipated demand and available capacity. Increase or decrease clinical capacity to maintain an efficient balance between capacity and demand as required.


Participate in the delivery of a robust planning cycle to define the activity levels, capacity, systems and processes required to achieve all standards.

Ensure that Divisions meet their budgetary management responsibilities whilst supporting them to respond to internal and external demands placed upon them.

Ensure that the Divisions set improvement goals which incorporate local, national and international benchmarks as appropriate and review progress against these.

Ensure the Divisions delivery of the Trusts short to medium-term objectives and key performance targets Develop and implement effective reporting arrangements across the Trust to accurately record and monitor performance key deliverable and to pro-actively manage any variances.


Work in partnership with the Chief of Service and Divisional Head of Nursing to identify new opportunities for individual services within the Division, arising from changes to the external environment or internal innovation and potential threats and develop ways to respond to them.

Provide senior leadership within the Division and influence services design and delivery.

Lead change management programmes within the Division ensuring their completion to time, budget and quality targets, ensuring successful implementation of programmes and initiatives which may have Trust wide impact.

Take a lead role in working with a range of clinical sub specialities to support them in identifying potential service improvements and transformation.


Support Clinicians to deliver service re-design projects that deliver improved clinical outcomes for patients, reduced waiting times and more efficient use of resources.

Ensure robust emergency planning and business continuity to provide resilience and management of internal/external incidents. Ensures the effective operation of and participates in the on call senior management rota as required.

Work with Finance colleagues to ensure value for money and financial/budgetary activities are actioned across the divisions and implemented in a timely manner.


Responsible that all Divisional staff work within defined budget parameters and comply with the Trust financial standing instructions and that financial obligations are met.

Act as authorising signatory for capital and revenue budgets within agreed limits for the Division.

Manage service line reporting budget positions across the Division and work with the Chief of Service and Divisional Head of Nursing in ensuring that financial targets are achieved, including the maximisation of income opportunities and the delivery of efficiency savings.

Manage large complex and multi stranded budgets in a fluctuating environment ensuring effective resource utilisation and expenditure against agreed spend.


Review and monitor financial performance and hold delegated budget holders to account ensuring services remain within their delegated expenditure limit Establish systems to oversee the financial improvement programme assisting in the formation and delivery of the programme Analyse cost pressures and putting in place budget monitoring plans Ensure that the workforce is appropriately utilised and long term service needs are appropriately planned for in terms of both staffing levels and skill mix.

Ensure the delivery of all agreed activity plans to deliver the agreed level of income associated with the division.

Work with lead clinicians to review the effectiveness of care pathways and to identify and rectify any blockages to achieving optimum performance.
