Job summary:

DLUHC's Rapid Response Team (RRT) works with other teams across the Department on priority projects. We inject our specialist support and delivery focus into planned peaks of activity or unexpected crisis situations.

Individuals in the RRT are deployed for 3-4 months at a time to help to deliver other teams' projects and activities.

Deployments are varied and range from working with local government and partners on local effects, to areas such as homelessness, building safety, planning regulations, housing programmes, and levelling up.

Our team have provided surge resource to deliver policy to support refugees from Afghanistan and Ukraine, and on Covid-19.


We are looking for a dynamic, resilient leader who can work at pace, delivering impact and contributing to the success of the RRT.

As a Grade 7 (G7) in the RRT you will be deployed to priority projects across the department as well as holding responsibilities for team cohesion and collaboration within the RRT, and potentially line management.

The team is based in Birmingham and Wolverhampton.

We work in accordance with DLUHC's smarter working model (a mix of 40% office working each week on average and home working).

The teams we support are based across UK locations so there may be a need for you to travel to work directly with them at times.

Job description:


As part of the Rapid Response Team (RRT), you will be deployed as a Project Manager or as part of a Project Management Office (PMO function) to work with other teams on projects across DLUHC for 3-4 months at a time.


You will drive them to scope the programme or project, validate against the specification, map, and realise benefits as part of your management of their programmes through to delivery.


The projects the RRT works on range from helping people throughout the country to have access to affordable and high-quality housing, providing opportunities for all parts of the country to thrive economically, and supporting responses to emergency situations.

You will be deployed to work on high priority projects, to help to deliver the department's objectives.

Key responsibilities will include:

  • Project initiation write or contribute to Project Initiation Documents and business cases, managing stage controls effectively.


  • Planning and scheduling

  • Ensure systems are in place to enable effective planning and scheduling.
  • Governance, monitoring and reporting
  • Establish governance arrangements, manage project controls, reporting to the SRO and other key stakeholders about the project status. Develop and present project performance reports, for which proficiency in Microsoft products is needed.


  • Admin

  • Ensure organisational tasks are carried out efficiently. Manage compliance of the project in line with Departmental Security, Health & Safety, Equality & Diversity, Business Continuity and Business Planning.
  • Resources ensure that resources are being utilised effectively highlighting any skills gap or inequality in work schedules. Manage workforce planning, providing information for effective decision making to the Project Manager.


  • Stakeholder

  • Manage, engage and influence a wide range of internal and external stakeholders. Draft and signoff correspondence.


  • Financial control

  • Management of project spend and compilation of budgets.


  • Risks and Issues

  • Lead potential risk areas, working with risk owners and managers, escalating as appropriate.
  • Making effective decisions to ensure projects remain on track to deliver key milestones and benefits, engaging key stakeholders and escalating as appropriate.
  • Through your deployments and as a member of the RRT, play a leading role in enhancing DLUHC's project delivery maturity.
  • Leadership responsibilities for continuously improving the RRT's operating model and team cohesion, working in collaboration within other members of the team, and line management of others in the RRT.
