Job Purpose
The Director of Estates and Facilities has overarching accountability and responsibility for the trust's estates and facilities services.

The role will be responsible for leading the development and implementation of an effective estate strategy togetherwith providing the professional leadership and operational management across their portfolio.


The Director of Estates and Facilities will be the trust's most senior responsible person for ensuring suitable and sufficient governance arrangements are embedded into the department which provides assurance to the Chief Executive and Board of Directorsin relation to the built environment and estates and facilities services including statutory and other risks that will impact on the delivery of a safe, responsive cost-effective service.


The role will be the principal adviser to the Board of Directors on all land, property estates and facilities development matters.


Key Responsibilities
The following are not deemed to be prescriptive and may change from time to time to reflect any change in local or government policy or statutory orders:

  • To actively contribute to the Trust's delivery of the key strategic priorities and the objectives outlined in the Annual Plan.
  • Ensure all stakeholders fully appreciate and recognise the estates and facilities implications of their proposals and ensuring the estates and facilities team are fully integrated and supportive of the trust's strategic objectives.
  • Undertake the development and presentation of Business Case(s) which require capital investment to the Board of Directors.
  • Operate as 'the intelligent client' and ensure effective management of any contractedout services.
  • Responsible for keeping the Trust's land and property in good repair, maintaining the backlog maintenance risk register whilst creating and maintaining a safe, suitable and attractive environment for provision of healthcare.
  • Acting as the trust lead professional in any land and property negotiations.
  • Ensure the trust complies with all relevant HTM's/HBN's and that relevant policies, plans and procedures together with suitably qualified Authorising Engineers, Authorised and Responsible Persons are appointed
  • Accountable for all aspects of design, project management, procurement, delivery and commissioning of capital development projects. To advise on all aspects of capital investment, providing practical and economic solutions for the further development ofthe estate. Ensure the trust meets its duties in accordance with the CDM2015 Regulations
  • Responsible for the strategic development, business planning, operational delivery, performance standards and regulatory compliance of facilities and environment services, whether directly provided or managed under contract; these include cleaning, catering,portering, transport, access and property management.
  • Responsible for the delivery of a carbon reduction strategy; medical equipment services; security (LSMS), safety and fire precautions.
  • Interpret and comply with relevant legislation, regulation and best practice guidance. Formulate appropriate policy and governance arrangements. Accountable for relevant legislation and regulatory compliance and production of supporting evidence.
  • Accountable for all financial, contract, business and performance aspects of the directorate, managing and minimising financial and performance risk and creating business opportunities.
  • Production of relevant information reports to substantiate the performance of all aspects of the directorate.
  • Development of programmes to modernise and redesign functions and services which improve efficiency and/or effectiveness of the built environment.
  • Responsible for the management and development of all staff within the department, ensuring compliance with workforce regulations.
  • To work closely with the Infection Control team in all aspects of the estates management and capital project developments and to act as the designated decontamination lead for the Trust.
  • Ensure the implementation and management of an effective emergency oncall and out of hours service is available to the trust to ensure business continuity.

Knowledge / Experience

  • Successfully managing a largescale complex environment and capital programme
  • Technical, construction and project management skills
  • Commercial acumen
  • Understanding and broad knowledge of the NHS
  • Experience at either director/deputy director level or senior manager in a complex public or relevant private sector organisation
  • Can demonstrate evidence of setting and achieving ambitious targets and of implementing innovative solutions designed to improve services within tight financial constraints
  • Experience of establishing effective financial control procedures
  • Experience of using the Board Assurance Framework to enhance the work of the organisation
