Job Purpose

The Office for Rare Conditions (ORC) Registries Programme comprises of several global rare disease registries (e.g., I-DSD, I-CAH, I-TS and GloBE-Reg) that support research and quality improvement projects across the world.

The post holder will lead on the technical support, delivery, and data management of these Registries Programme.


Main Duties and Responsibilities

  • Play a leading role to provide technical expertise, guidance, and support across a number of projects that involves proactive collaboration between the Office for Rare Conditions and research partners.
  • Play a leading role in delivering health data science solutions, analyse areas for improvements ensuring that data solutions comply with all relevant Data Information Governance directives.
  • Work closely with the University's IT team to develop and maintain data infrastructure, ensuring data quality, integrity, and security.
  • Ensure service excellence by guiding the deployment of advanced data analytical techniques to tackle problems.
  • Proactively working with colleagues to identify opportunities and gaps in current capabilities across data science technology and infrastructure and recommend plans for growth and sustainability through the adoption of new methods/technologies.
  • Support the standardisation of the data content of the databases and implement the harmonisation of ontologies for promotion of the FAIR (Findable, Accessible, Interoperable and Reusable) data principles.
  • Provide effective leadership and technical expertise, to enhance and develop new ideas, software technologies and state of the art techniques from academia and/or industry to the wider organisation to support projects.
  • Make a leading contribution to explore the use of machine learning tools and statistical techniques to produce solutions to problems faced by the team and their research partners.
  • To develop and maintain a portfolio and archive of collaborative software projects, code documentation, release notes and manuals.
  • Make a leading contribution to activity reports and research papers requiring specialist technical input.
  • As part of ISO27001 accredited organisations, keep up to date on data governance, the use of privacy enhancing technologies, trusted third parties, and other methods essential for the safe use of patient data.

Knowledge, Qualifications, Skills and Experience

Knowledge/Qualifications

Essential

A1 Scottish Credit Qualification Framework level 9 (Ordinary Degree, Scottish Vocational Qualification level 4), or equivalent (including professional accreditation with relevant formal training), and experience of personal development in a similar or related role(s).

A2 Knowledge of health data information governance.
A3 Good knowledge of data engineering and data analysis.
A4 An understanding of the state of the art in health data science.


Desirable
B1 A higher degree in a related discipline such as Bioinformatics, Computer Science, Software Engineering, Mathematics or Statistics.
B2 Experience of using complex data in the health sector.


Skills

Essential
C1 Excellent verbal and written communication skills to both technical and non-technical staff and senior management.
C2 Proficiency in at least one programming language such as Python or Java.
C3 Ability to perform SQL scripting.
C4 Good skills with stats packages: MATLAB, R, SAS.
C5 Good skills with data visualisation tools.
C6 Excellent data management skills.
C7 Excellent problem-solving skills and adaptability to quickly develop new skills and address unfamiliar problems.
C8 Able to work independently, to agreed deadlines and feel comfortable taking ownership and driving key projects.

C9 A team player with the ability to work using own initiative, deliver outputs within agreed timeframes and work under pressure.
