    Following promotions of previous post holders we have two substantive posts available as Head of Locality Finance (HoLF) within the North East & Yorkshire region of NHS England.

    This post is for the Head of Locality Finance (HoLF) - North East & North Cumbriawithin the North East & Yorkshire region of NHS England.

    Integrated Care Systems are a partnership where local partners - the NHS, councils, voluntary sector and others - work together to create better services basedon local needs.

    Each ICS has an integrated care board (ICB) which is an NHS organisation responsible for planning health services for their local population.

    This is a great opportunity to work as part of a dynamic newly-formed team with a particular focus on being the key relationship manager with one of the ICSs, delivering effective financial support, challenge and advice across the system as part of working with the ICB and its partner organisations to assure the delivery of financial requirements that support great patient care.

    The role also delivers NHS England responsibilities including financial reporting, planning , performance and regulation requirements.

    The role is very varied and responsibilities will include operational and medium term financial planning, annual plan delivery, financial risk management, productivity and efficiency, major capital business case review, assessing trust governance and efficiency arrangements, application of regulatory responsibilities including CQC Well led financial risk assessments and NHS oversight framework, sourcing and sharing best practice and improvement opportunities, and working with national colleagues in capital, financial reporting and strategic finance teams.

    The Operational Finance team operates hybrid working which provides the ability to work flexibly from home alongside office-based and other face to face working environments as required to most effectively deliver our business.

    Due to the focus on aligned working with an ICB these posts will be based at a regional office within the relevant ICS geographic area, butthe postholder should anticipate that delivering our business will require regular presence in a range of venues across the region and it is therefore necessary for the post holder to have the ability to travel efficiently.

    In April 2023, NHS England, NHS Digital, and Health Education England merged to create a new, single organisation to lead the NHS in England.

    The new NHS England board have set out the top-level purpose for the new organisation to lead the NHS in England to deliver high-quality services for all, which will inform the detailed design work and we will achieve this purpose by:

    Enabling local systems and providers to improve the health of their people and patients and reduce health inequalities.
    Optimising the use of digital technology, research, and innovation

    Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

    Qualified accountant and current full CCAB/CIMA member, educated to Masters level or equivalent level (or equivalent experience), with significant experience of working at a senior level in a finance role.

    Management and development of Staff/functions and a commitment to continued professional development.
    Experience and significant knowledge of the NHS Financial & Capital regime. An appreciation of the relationship between Government and Healthcare delivery, including Department of Health, NHSE, providers and commissioning organisations.

    Demonstrable ability to provide and receive highly complex, sensitive and contentious information, negotiate with senior stakeholders and other departments both internally and externally on difficult and controversial issues, and present complex and sensitive information to large and influential groups.

    Demonstrable experience of delivering results through commitment to partnership working with a range of external organisations to ensure success, using effective relationships and a range of levers and negotiation skills including performance management and improvement of processes within organisations.

    Experienced in acting as a credible source of advice to ensure national financial strategy and technical guidance is understood by all stakeholders, ensuring that is utilised to support the development and delivery of a coherent and credible financial strategy and annual financial plans.

    Demonstrable ability to proactively identify, understand and support the management of key risks and issues associated with delivery of financial plans and performance, working with multiple stakeholders in ensuring appropriate actions are taken to mitigate or respond to risks including assessments of informed efficiency opportunities and use of benchmarking tools.

    Demonstrable a commitment to and focused on quality, promotes high standards in all they do and learns from others.
