    Job overview

    The main purpose of the Head of Talent for Care and Development is to drive forward the apprenticeship agenda at Whittington Health, for existing staff and for newly recruited apprentices. This includes engaging hiring managers, particularly where there is high turnover or where it is hard to recruit, in opening posts to make use of the existing and constantly evolving apprenticeship standards, to train, develop and qualify staff.

    Main duties of the job

    The post holder has responsibility for managing the Learning and Development team, through the direct management of the L&D Admin and Systems Manager. This will require having oversight and providing guidance on Core Skills training, e-learning, the management of learning information on the electronic staff record (ESR) and Oracle Learning Management (OLM)/in-house Learning Management System and monitoring organisational need through Business Intelligence (ESR BI) reporting.

    As a senior manager within Learning and Organisational Development, the post holder will participate and support Trust-wide initiatives to improve access to development opportunities and enhance culture.

    The post holder will act as the Trust specialist lead for all existing and future Apprenticeship Programmes and Standards reflecting current national policy which will include the development of a sustainable apprenticeship strategy in consultation with a wide range of internal stakeholders at all levels within the organisation in support of the overall Trust Strategy.

    The post holder will participate in national and regional networks of apprenticeship and learning and development colleagues, to collaborate on the development of policy and methodology to maximise the use of the apprenticeship levy within Whittington Health.

    Detailed job description and main responsibilities

  • Act as Trust specialist lead for all existing and future Apprenticeship Programmes and promotion of new standards reflecting current national policy which will include the development of a sustainable apprenticeship strategy in consultation with a wide range of internal stakeholders at all levels within the organisation in support of the Trust Strategy.
  • Lead on the procurement and review of high quality training providers to deliver future apprenticeship programmes in line with new standards and manage the on-going quality assurance processes in relation to these.
  • Manage, monitor and report on the available and spent levy funds, using the integrated clinical service units (ICSUs) structure and corporate departments to identify targets for local use and target apprentice numbers to help focus activity.
  • Develop and maintain links with local schools, colleges and community groups using careers fairs and exhibitions etc to engage with young people within those organisations.
  • Develop and maintain a strong understanding of local and national apprenticeship agendas and key stakeholders in the community, representing the Trust and acting as Trust expert and advisor, providing analysis of trends and informing future actions and planning.
  • Establish and maintain strong working relationships with other local health and social care providers and Haringey and Islington Council to support the growth of apprenticeship opportunities in the wider health economy.
  • Influence and advise recruiting managers on the benefits of apprenticeships and work experience, and the relevant processes involved. As the Trust specialist, design and deliver training for line managers and mentors to enable them to deliver a high quality learning experience for their apprentices.
  • Collaborate with educational providers to establish a robust apprenticeship induction programme to suit all areas, sites and positions and which ensures effective orientation of Whittington Health apprentices to develop their understanding of the NHS culture, values and behaviours as well as service delivery in a health and social care setting.
  • Ensure relevant data about apprentices is loaded on the government's Digital Apprenticeships Service (DAS) to enable payments are made to the educational providers. Ensure the periodic HEE reporting on apprenticeships and work experience is submitted to deadline.
  • Guide the apprenticeship advisor to oversee and co-ordinate work experience across the Trust. In liaison with ICSUs and corporate departments, identify the best work experience opportunities to develop and maintain a broad and accessible work experience framework to which all local young people can apply. Collaborate with ICSUs and corporate
  • departments to identify the training required to build capacity and capability to deliver on strategic and operational objectives, demonstrating the benefits apprenticeships can deliver.
  • Liaise with educational providers to ensure that the Trust vision, values and leadership behaviours are effectively embedded into apprenticeship programmes, to support the development of a compassionate and inclusive culture.
  • Use a number of techniques for evaluating, reporting and communicating progress against agreed targets, plans and national measures, relating to areas of talent for care and development.

  • Degree or equivalent experience
  • MCIPD qualification or equivalent experience
  • Professional qualification in Leadership/HR/OD.
