    Job overview

    The Head of Procurement Operations will lead and support the Buying team to deliver initiatives for developing, implementing and maintaining a best-in-class procurement function, in terms of people, systems, processes and strategy.

    We provide an integrated procurement service to Surrey and Borders Partnership NHS Foundation Trust (SABP) and Sussex Partnership NHS Foundation Trust (SPFT), through a co-funded service model. Staff in the IPS are employed by SABP.

    My job makes better lives by delivering an efficient procurement function, focusing on continuous development and improvement across the spectrum of procurement operations within the Integrated Procurement Service (IPS) to ensure delivery of a great customer service experience for stakeholders.

    Main responsibilities include:

    • Leadership and direct management of the Operational Procurement Function, ensuring workload is coordinated according to demand.
    • The lead expert for providing an operational procurement service within the IPS, ensuring compliance and adherence to all policies and procedures, including public procurement legislation, and internal procurement policy and protocols in the delivery of all procurement activity, whilst staying abreast of any changes in procurement legislation.
    • Provide procurement operations expertise within the framework of policies, procedures, guidelines, which govern technical and commercial procurement operations practice at a local and national level; recommending and implementing best practice into the IPS procurement operations activities and outputs as required.
    • To be a key contributor to the IPS procurement policy and long term strategic plans, supporting implementation, ensuring that performance targets and strategic objectives are met and that they contribute to both Trusts corporate policies and strategy.
    • Create and provide regular management reports for procurement operations initiatives that will be presented at senior boards, such as the Audit Committee, including cost improvement plan (CIP) updates and single tender waiver reports using data such as spend, waiver and compliance that you will be accountable for.
    • Overall operational management of the eProcurement system, used daily by IPS and various stakeholders throughout both Trusts including the creation of catalogues to support accurate and efficient ordering and reporting.
    • To provide technical expertise within the Buying team, to ensure robust governance compliance is in place and maintained.
    • Establish and maintain relationships with key stakeholders; working closely with them at a strategic level to deliver both Procurement and wider Trust outcomes.

    Person specification Professional membership and experince

    • Member of the Chartered Institute of Purchasing and Supply (MCIPS) or appropriate professional institute or relevant experience. If not CIPS qualified, must be studying or willing to study if required.
    • At least 5 years' functional experience in procurement with significant knowledge in a senior Procurement role
    • Experience in people management with the ability to delegate, empower, influence and lead people in a complex and dynamic organisation.
    • NHS or Public Sector experience
    • NHS or Public Sector Procurement experience

    Skills and delivery

    • Evidence of achieved to end operational and strategic transactional procurement skillsievements in terms of cost savings and service improvements over a period of time for complex projects and/or transformation.
    • Significant data analytics skills linked to business operations management and procurement
    • Strategic planning, implementation and management skills with the ability to think analytically and creatively
    • Understanding of the Public Contracts Regulations
    • Strong relationship skills
    • An awareness of Department of Health policy on contracting and procurement
