The Key Responsibilities of the role:

  • Lead the Payroll Team to deliver a professional and effective customer-focused service for the University.
  • Checking, processing and administration of all forms and records to agreed timescales and legislative requirements.
  • Provide team members with guidance and advice to maximise performance and support their career development and personal growth (induction, appraisal, career conversations etc).
  • Work with the Head of HR Operations to ensure that an appropriate control environment is maintained with regard to all payroll processes and procedures and that these processes and procedures are fully documented and reviewed on an annual basis.
  • Provide advice and support to the Senior HR team on current and future legislation in ensuring the University meets all its statutory obligations relating to PAYE legislation, and HMRC in relation to legalisation.
  • Lead on the delivery of the University's payroll processes, ensuring full adherence to legal and regulatory requirements, and to audit requirements.
  • Ensure that all payroll processing deadlines are met and ensure that the monthly payment of salaries for all staff is made on time.
  • Responsible for all relevant administration, accurate processing of statutory deductions and completion of all monthly/annual returns and relevant payments to statutory
  • Maintain an ongoing relationship with the University's external tax advisers, engaging their services where necessary and taking appropriate action to ensure the University remains compliant with both UK and overseas tax law.
  • To lead and oversee the work of the Pensions Lead and the Pension Administrator in ensuring effective and compliant pension function is delivered to Queen Mary and to pension scheme's members.
  • Process design and improvement working with stakeholders to deliver streamlined processes, ensuring regular reviews are carried out and improvements are made.
  • Optimal use of technology working with colleagues in HR, IT Services, stakeholders across the University and with software suppliers to design, deliver and improve digital platforms and deliver an excellent user experience.

Profile

  • Have degree or equivalent professional experience
  • CIPP Payroll management qualification or equivalent experience or working towards this
  • Can show experience in leadership and leading teams
  • Excellent communication skills
  • Excellent IT skills, along with Microsoft software packages
  • Experience in working in higher education sectors (or similar public sectors)
  • Experience of leading and managing complex high profile projects
  • Knowledge of current payroll best practice and legislative requirements
  • Excellent accuracy and attention to detail and oral and written communication skills
  • Advanced user of HR/Payroll systems, preferably Zellis's Resource-Link product
