Our client is a large local government organisation and looking for an experienced Pay and Reward specialist to join their team

You will


Responsible for the delivery of a six month project to research and make recommendations on the current senior management pay structures and job evaluation process for a local government employer.

The project will be making recommendations effecting circa 300 employees in a unionised environment.

  • Take ownership of the key deliverables of the project
  • Model any recommendations for change including the associated budget forecasting
  • Identify and analyse any apparent anomalies in existing pay grades and recommend any remedial actions
  • Explore the potential use of job families for senior band posts and scope the project to match current roles to proposed job family categories
  • To review the pay, terms and conditions of those currently on senior bands
  • To use a range of internal and external data to identify any issues within the current arrangements including
- recruitment statistics
- turnover rates
- agency/contractor costs
- exit data
- external benchmarking salary/terms and conditions/benefits data
- use of market supplements
- equal pay risk

  • To propose solutions for consideration by the chief executive team and potentially cabinet and Appointments Committee (dependent on the proposals) to resolve identified issues, including costings and identifying associated risks and potential impacts on others not directly in scope
  • Work with a select group of managers to consider and test proposals
  • Manage the communication channels throughout the project
  • To consult with / liaise with union colleagues over any proposed changes, as necessary. It is likely that if any potentially detrimental changes to the payscale or terms and conditions are approved, the unions will want to ballot their members.
Skills and knowledge required

  • Proven track record of successful project management of similar pay and reward work, ideally in a public sector environment
  • Familiarity with or understanding of local government pay and conditions of service
  • High level analytical skills with the ability to present complex data and provide narrative to senior management
  • Excellent verbal and written communication skills to present to board level
  • Knowledge of but necessarily qualified in Local Authority Job Evaluation systems (Hay preferable)
  • Commitment to our equal pay and transparency agendas

Salary:
£330.00-£350.00 per day
