Job Purpose

Qualifications, Skills & Knowledge

  • Degree or equivalent qualification or equivalent demonstrable experience
  • Member of the Chartered Institute of Procurement & Supply or commitment to work towards achieving.
  • Significant or varied experience of working in a procurement environment in a medium/large complex organisation
  • Demonstrable experience of a range of procurement and supply chain procedures and processes, including sourcing, tendering, evaluation techniques, negotiation etc
  • Proven track record in conducting or managing procurement processes, playing a lead role to ensure the process best meets objectives whilst seeking innovation, and delivering savings and value for money
  • Proven track record of managing a varied workload, completing projects and tasks on time and within set parameters, to deliver agreed outcomes against a plan
  • Experience of providing comprehensive advice and guidance to colleagues, customers and/or suppliers.
  • Experience of researching, developing and maintaining knowledge on a specific market(s)/category of spend.
  • Experience of research into new and/or emerging markets supporting business cases for growth.
  • How assessed Interpretation and manipulation of contract and performance data, to contribute to financial and other business reports.
  • Excellent communication skills at all levels, using written and verbal means
  • Takes responsibility for organising tasks, in order to achieve objectives in order of priority ensuring deadlines are met.
  • Manages workload flexibly in order to effectively utilise chargeable time to projects in line with service plans.
  • Sound analytical and numerical skills and a careful attention to detail, sufficient to make assessments and evaluations of customers' needs and suppliers' offers.
  • Excellent negotiation and influencing skills with the ability to handle a range of stakeholders, including but not limited to customers, clients, suppliers and collaborative partners to achieve the best procurement outcomes.
  • Competent in the use of Microsoft Outlook, Word, Excel and PowerPoint, and willingness to learn to use any inhouse software or systems including the eProcurement portal.
  • Knowledge of the local government environment and landscape
  • Understanding of financial structures within local government and the implications of national government agendas on the clients' customers and business models
  • Specific knowledge of procurement processes and the Public Contract Regulations, sufficient to undertake procurement processes and advise colleagues, customers and suppliers
  • Knowledge of contract law sufficient to assess contractual circumstances in respect of both parties.
  • Understanding of financial reports and forecasts for the purposes of monitoring performance
  • Understanding of and ability to assess risk and propose means of mitigating risk in a procurement environment.
  • Knowledge of current procurement best practice and issues affecting public sector procurement
