    Brief Description

    The role of the Project Development Manager is to lead the development of a portfolio of Plain Line projects on Eastern Region and as such can be based in either York, Doncaster, Peterborough.

    The role will require a close working relationship with both Alliance organisations who work on Eastern Region. The successful candidate will have proven communication and people skills to fulfil this role as well as being self-motivated with the ability to effectively manage their time and work to challenging deadlines. As a Project Development Manager, you will support the Development Manager and wider team in delivering a variety of projects within the early project life cycle and this will be an ideal opportunity to further develop your project management capabilities with the help and support of the wider team and supporting functions.

    Key outputs include the legal requirements under Legislation, Company Standards, procedures in addition to the stakeholder management of both internal and external companies to achieve the desired outputs. The Development Role will work under Project Acceleration in a Controlled Environment (PACE) framework.

    Key accountabilities

  • Develop a work bank of Plain Line Projects in a safe and environmentally responsible manner, to time, cost and quality in accordance with current legislation including Railway Interoperability Regulations, Common Safety Method of Risk Assessment and Measurement (CSM) Regulations, Construction (Design and Management) Regulations 2015 (CDM), Railway Group standards, Network Rail company standards and the PACE framework.
  • Provide a professional, consistent and effective project management service including the use of performance indicators whilst providing suitable challenge and clarification where appropriate in the production of remits and requirement documentation.
  • Develop projects through feasibility and option selection to ensure we deliver a single option in accordance with the Client Remit and Sponsor's Instruction. The role requires the management of both internal and external companies (e.g. designers) to ensure successful delivery of the required PACE outputs.
  • Manage the tactical change and risks within the PACE framework whilst successfully collaborating with the wider industry to ensure excellent stakeholder engagement with the asset managers, maintenance and operations teams whilst managing Safe by Design principles and CSM Hazard identification and Risk controls.
  • Control and assess the impact of change within the development stages of the project(s) and provide all cost, contingency and programme details as the need arises.
  • Work within the Development Team to provide advice to clients on project development and related techniques which include identifying strategies for the development and implementation stages, balancing project objectives within known constraints e.g. available funding, current market conditions, access strategies, high level resources and programme timescales.
  • Work with the Project Planner and wider teams to create a baseline programme and ongoing management, to support the delivery of an efficient Programme Level integrated plan.
  • Job Skills, Experience and Qualifications

    Essential

  • Successful meaningful experience in a project environment in particular managing ambiguity and complexity.
  • Educated to degree level or equivalent in a relevant subject area or equivalent demonstrable experience.
  • PRINCE2 Foundation or equivalent.
  • Project safety management knowledge (relevant construction and Health & Safety legislation).
  • Commercial competence including contract management experience both internally and externally.
  • Excellent stakeholder engagement and interpersonal skills
  • Desirable

  • Membership of the Association for Project Management (APM) or relevant professional qualification.
  • Demonstrable experience of managing within a complex matrix environment.
  • Knowledge and understanding of Network Rail investment regulations.
  • Budget experience/accountability.
