Policy and Research Officer (Part Time, 22 hours)

Grade Staff Officer:
£32,880- £34,011 (pro-rata)


Duties and Responsibilities:


  • To provide advice to Government on how to improve their delivery for children and young people;
  • To review how well legislation and policies protect children's rights and best interests;
  • Review the adequacy and effectiveness of services provided for, and practice related to, children and young people;
  • Prepare and present policy papers, briefings, evidence papers and research reports to both internal and external audiences on issues affecting children and young people;
  • Draft advice to inform NICCY's calls to government on policy / strategy matters relating to the rights and best interests of children and young people;
  • Commission and manage outsourced research as well as conduct research on issues affecting children and young people in line with organisational objectives;
  • Monitor government delivery against the UNCRC and relevant Concluding Observations
  • Monitor progress following policy analysis, research, investigations and reviews, to ensure recommendations are implemented by relevant public authorities;
  • Consult with and work together with a wide range of individuals, groups and organisations to promote the rights and welfare of children and young people in Northern Ireland.
  • Engage with children and young people and maintain an indepth knowledge and understanding of the current issues which impact on them.

Essential Criteria:


  • A relevant degree or equivalent qualification (e.g. social sciences, politics, law etc).
  • At least one year's experience of reviewing legislation, government policy and/or services against human rights standards and producing recommendations to government, to deliver on strategic organisational objectives. (Please note, by 'policy, we are meaning public policy, and not organisational policies, and experience should be in an organisational capacity, not for university/college study).
  • Experience of commissioning and/or conducting research
  • Knowledge of a range of issues affecting children and young people's rights in Northern Ireland, the relevant legislative and policy frameworks.
  • A proven track record of communicating clearly and effectively, both orally and in writing to a wide range of audiences, including children and young people.
