    Job summary

    As a senior member of the Community team, the postholder will be responsible for leading on adult community services across the L&SC ICB and ensuring that new and existing services achieve the ICB priorities, with particular emphasis on improving outcomes, tackling inequalities, and ensuring that services are value for money.

    Job responsibilities

  • Work with clinical leads, partners, providers and stakeholders across the ICB to commission high quality community services.
  • Lead on service transformation, pathway reviews and redesign of adult services using continuous improvement methodologies, change process and effective project and programme management skills.
  • Deputise for the Associate Director of primary and community care as required.
  • Be responsible for the commissioning and design of high quality services for the residents of Lancashire and South Cumbria that meet the ICB and Place priorities taking into account assessment of local health need, local plans and priorities, national policy and financial priority.
  • Be responsible for ensuring the ICB meets national policy and achieves the relevant targets in the portfolio areas.
  • Assist in the development of the ICB Strategic and Operational Plans, Commissioning Intentions and support the Senior Managers in fulfilling the overall plans of the ICB.
  • Support development of information reporting and statutory returns to comply with regional and national requirements.
  • Be the recognised ICB lead for community and act as first point of contact for providers and regulators regarding community care agendas.
  • Working with lead colleagues in the ICB and the MLCSU to ensure that appropriate contracts and assurance are in place regarding delivery of regulated care and wider programmes relevant to adult services. Provide assurance regarding the quality of commissioned services and ensure delivery of key performance targets, patient outcomes and key quality indicators, escalating concerns and developing improvement plans as necessary.
  • Support the Director in embedding a culture where establishment of integrated services for adults is paramount and ensuring that an excellent, seamless experience of care is a central goal.
  • Support the Ageing Well programme and wider population health agendas in relation to adults.
  • Communicate and provide highly complex information to a wide range of internal and external stakeholders by way of regular reports and papers for relevant Boards and Committees and other groups as appropriate.

    Experience

    Essential

  • Evidence of working within the NHS or similar environment at senior management level.
  • Proven experience of effective working in a commissioning environment within the NHS or related field
  • Management level experience of managing successful teams
  • Experience of managing budgets and maintaining financial balance in the face of increasing demand
  • Experience of engaging with public / patient groups and local authority and using their feedback to redesign clinical services that improved the quality and / or efficiency of service provision
  • Experience of negotiation
  • Experience of performance monitoring and evaluation
  • History of delivering in a complex and changing environment.
  • Experience of motivating and engaging clinicians in service redesign and demand management
  • Successful change management across organisations

  • Experience at working in a collaborative decision- making groups
  • Evidence of planning and delivering programmes and projects and services on time and within budget.
