We are now looking to increase our capability and expertise in this area to ensure that we are ready to help get this new technology to market efficiently.


The Role


This post will play a crucial role helping us challenge one of the most complex and dynamic challenges facing the CAA today.

It involves the establishment and leadership of a cross-CAA team charged with developing new policy and regulatory approaches to the deployment of new and novel Zero-Emission technologies in the UK commercial aviation market.

These technologies have the potential to be cleaner and quieter than ever before. These issues are high-profile and governmental priorities often requiring the balancing of complex trade-offs.


Working within the Future Safety & Innovation Team and Environmental Sustainability Team, this post will have a central role in driving forward changes to the CAA's policies and processes for how we will regulate this new technology, from early 'concept' stages through the final certification.


There will be a requirement to travel to engage with internal and external stakeholders around the UK and may be some international travel, but this will largely be a highly flexible hybrid working role.

The Overall Purpose of The Job:

  • To establish, inspire and lead a diverse, group of cross-CAA colleagues to create a regulatory roadmap for some of the most complex challenges of emerging technologies in aviation and aerospace relating to aviation sustainability, mainly new forms of propulsion such as hydrogen, and potentially electric technology and sustainable aviation fuel (SAF) as well.
  • To devise and deliver a programme to plan, oversee and drive changes to policy and regulatory frameworks to support the entry of new hydrogen propulsion into UK markets, particularly a certification programme for new aircraft and engines.
  • To work with government, industry, and academia to support the Jet Zero Council (JZC).
  • To influence and engage senior management, government, and industry to ensure the CAA understands, embraces, and is ready to respond appropriately to emerging ZEF technologies_._
  • To develop, evidence and communicate areas of focus in strategic areas of aviation innovation and work collaboratively to develop regulatory frameworks fit for the future.
  • To support and manage close collaboration between the CAA's Sustainability Team, the Future Safety & Innovation Team and the Innovation teams, as well as other capability teams in undertaking this work.

Core Accountabilities

  • Engage actively and energetically with government, industry and academia through the JZC to manage and deliver programmes dealing with challenges to help the industry meet the Government's Net Zero 2050 target (specifically new hydrogen and electric technologies) setting out the direction for the programmes and developing work packages to help progress the understanding of these emerging areas.
  • Lead the team to work closely with colleagues across all the CAA's regulatory business areas to develop and implement a technical policy programme for certification of hydrogen propulsion, including other parts of the aviation system that will require changes to adapt to new fuels.
  • Develop roadmaps for how these technologies could develop in the aviation ecosystem and explore the key regulatory challenges in terms of risk areas and regulatory gaps that will provide insight and shape future policy recommendations.
  • Make recommendations through the CAA's legislative roadmap for changes to regulation, guidance and policy required to enable these technologies to enter the market safely and securely.
  • Build strong internal networks with stakeholders across the CAA's business, especially between the Corporate Strategy and Policy (CSP) Sustainability and Innovation Teams and the Safety and Airspace Regulation Group (SARG) Future Safety & Innovation Team, and external networks with government departments, other regulators, academia, industry partners and industry standard bodies to provide insight and collaboration on ZEF.
  • Work closely with the CAA Innovation Hub to incorporate the Regulators' Pioneer Fund Hydrogen Challenge Project into the wider ZEF Programme
