The main purpose of the Safety, Health, Environment and Fire Higher Executive Officer (HEO) role is to lead all aspects of the management of Health, Safety and Environmental Protection in DCS.

Provide direct advice, direction, support and assurance to DCS Schools and Settings through the provision of clear guidance (interpreting legislation and directives from the Department for Education, Health and Safety Executive and the Army, taking into account specific local issues) to enable School and Setting leaders to provide operational evaluation and ensure the safety of our Schools and Settings; and provide internal assurance for Head of DCS and Service leads through audit activities.

Job description:

Defence Children Services (DCS) is a Defence delivery organisation, subordinated under Army Regional Command. HQ DCS is UK based at Trenchard Lines, Upavon and has forward deployed staff all over the world.

DCS is responsible for the education and care of children of accompanied Service and Defence entitled personnel in MOD schools and settings; provides advice and guidance in respect of education for service families in the United Kingdom and the wider world.


The Schools Interface Service (DCS-SIS) is made up of multi-disciplinary teams of functional specialists who support the provision and business of our schools and settings.

The Service is led by the Assistant Head (Schools Interface Settings).

These include teams who specialise in the management and development of our buildings, the security and accuracy of our online presence, the development and maintenance of our computer network, the production and analysis of the data available to support education and care.

All Resource Management processes that enable our schools and settings to function efficiently across the world.


The DCS Infrastructure, Operations and SHEF (DCS-SIS-IOP) team are based in Upavon and led by the SO1 Infra-Ops & SHEF.

The team includes technical specialists in Health and Safety and Infrastructure projects and operations.

The team collaborates closely with Army Infra and Strategic Comd Infra and focus on supporting new and existing DCS schools, settings and Headquarters locations.

The post holder's key responsibilities and main duties are:

  • To provide relevant and timely advice ensuring DCS SHEF systems and processes promote a culture of engagement with Health and Safety and safe practice.
  • Produce and review annually, DCS Policies, Organisation and Arrangements reflecting HMG and HSE advice to Schools and where appropriate and agreed by Regional Command (RC), additional requirements set out with MOD/Army policies.
  • Produce an Annual DCS SHEF Plan that reflects the unique requirements of schools and settings and agreed RC targets.
  • Monitor, review and assist DCS Schools and Settings in progressing Safety Objectives and Targets in their Health and Safety Action Plans.
  • Provide timely and relevant direction and guidance to all dependencies/schools. Produce and collate visit reports and provide advice. Monitor remedial and corrective actions, trigger points and trends.
  • Advise Hd DCS on SHEF risks and when to elevate. Advise schools of mitigation to be put in place to bring risk to As Low as Reasonably Practicable (ALARP).
  • Ensure the delivery of timely and coherent SHEF information to the Command Group and to staff at all levels within the organisation.
  • Engage with senior leaders across DCS to embed the right SHEF leadership and behaviours.
  • Support the DCS SHEF Champion and the DCS Leadership team with advice on the implementation of necessary cultural change programmes. The key role is to ensure there is effective communication between management at all levels and the SHEF Team and to build trust and encourage involvement from everyone.
