    Job summary

    The Head of Organisational Development, Leadership and Learning will play a key role in supporting the NHS North East London Integrated Care Board (ICB) to be an effective commissioner but also to realise its ambition of moving to an integrated care system by identifying and leading on projects to support the development of staff, the leadership, and non-executive roles.

    This role will ensure that the organisation's strategic objectives are translated into clear development projects, identifying the requirements for different parts of the system and how they can best be supportedto achieve these. This role will work with senior leaders and a wide range of roles within and outside the organisation.

    Main duties of the job

    This role will be key to shaping the ICB's culture and direction, which requires proactivity, ambition and a deep understanding of development at all levels. In addition, this role will design, deliver and facilitate theprovision of high quality organisational development within the organisation and create and support a network, including any Place based roles within the ICB, to tangibly drive forward the development Head of Organisational Development, Leadership and Learning will work with colleagues to shape, influence and develop an effective approach to managing talent across the ICB. They will develop appropriate talent management opportunities and processes to ensure that our workforce and future leaders are more diverse and representative of the populations we serve.

    They will develop an employee engagement strategy, lead staff surveys and the work to increase engagement. They will support the Chief People and Culture Officer & the Head of Communications in the ICB's staff engagement strategy, ensuring that the ICB maximises opportunities for staff involvement using various evidence-based methods and techniques. With the support of senior leaders, they will lead the work to improve staff survey results sustainably to ensure the ICB continues to make year-on-year progress against the commitments in our People Strategy and Plan to ensure we develop a culture where everyone.

    Job responsibilities

    Develop an organisational and cultural development strategy and implementation plan for the ICB to underpin new ways of working. Provide OD expertise to support the ongoing development of the values and behavioural framework and proactively identify programmes of work required to achieve cultural change. Design and deliver impactful organisational development programmes to support culture change, delivery of ICB strategies and embed the ICB values and behaviours. Design a leadership development strategy (and associated development programmes) based on the leadership framework reflecting the ICBs values and focusing on developing inclusive and compassionate leaders. Manage the procurement of any external OD interventions, including the development of specifications / tender documentation and business cases ensuring that appropriate and compliant procurement processes are followed. Lead, design and deliver OD interventions that support the ICB ambition to be a high performing organisation; to include initiatives which foster a high-performance culture where valuing learning, continuous improvement and diversity/inclusion are the norm. Identify opportunities for organisational performance improvement by undertaking appropriate diagnostic activity, process/system reviews to understand barriers and possible solutions, conducting external research into good practice and new ideas. Deliver coaching and mentoring programmes, as agreed with leadership, to support staff and enhance the performance of individuals and teams.

  • Masters qualification or equivalent level qualification or experience and CIPD professional membership
  • Experience

  • Experience of developing OD strategy and designing and delivering OD interventions.
  • Significant experience of working in a workforce/education/learning and development role
  • Experience of coordinating projects in complex and challenging environments
  • Experience of managing the delivery and improvement of services or performance requiring behavioural change within a complex and diverse organisation
  • Knowledge

  • Ability to analyse complex issues where material is conflicting and drawn from multiple sources
  • Excellent interpersonal skills and ability to develop effective relationships with key stakeholders and deal with highly sensitive and contentious information to inform decision making using persuasive, motivational techniques
