    Description
    Principal Development Officer (Hybrid) needed in Trowbridge £37.89ph PAYE – Reference:Hybrid – 2-3 days per week in the office. An exciting development opportunity has arisen in our Housing Enabling Team, part of the Major Projects Service.

    As a Principal Development Officer, working both independently and alongside others, you will play a vital part in facilitating the delivery of a range of Affordable Homes to meet the needs of residents.

    This will require involvement in a diverse range of projects which may present challenges related to political sensitivity, funding arrangements, or the scope and scale of the negotiations that are required.


    • Facilitate and manage the development of new affordable housing schemes to meet identified housing need within Wiltshire. This will require the postholder to manage large scale projects which may have some complexities due to political sensitivity , funding arrangements or the scope and scale of the negotiations that are required
    • Project manage the affordable housing programme to meet the annual target of 500 new homes utilising investment of at least £55m per annum. Negotiate transfers of land including instruction of valuers and legal staff
    • To lead inter-agency project teams and work effectively with internal and external partner organisations from the voluntary, private or public sectors. To co-ordinate bidding for a multimillion pound programme of resources that will be sourced from the regional housing allocation and private developers.
    • Supply specialist and technical advice to the Head of Service, colleagues and Members including the preparation and presentation of reports to Area Boards
    • Devise and implement a robust planning framework for securing affordable housing from new housing development including the writing of planning policies and guidance on delivering affordable housing. Research and analyse changing housing markets, new legislation and management approaches that effect national and local housing policy and review and recommend changes to the systems, policies and practices.
    • To ensure that New Housing is involved in the planning process and lead on negotiations for affordable housing from private developers, prepare and present evidence at Planning Appeals and Public Enquiries. To ensure that planning and legal professionals are suitably briefed to deliver robust section106 agreements.
    • To ensure that major planning applications are not agreed unless the development makes the necessary contribution of affordable housing
    • To have an expert knowledge and understanding of the financial viability of housing developments to enable the carrying out complex viability tests of housing developments, including utilizing specialist consultants
    This is a full time role on a temporary contract basis.
