Markets Data Governance Office (DGO) - SVP

The Markets Transformation team works with all Markets businesses and Citi functions, including Legal, Compliance, Finance, Risk and O&T to identify, mobilize and execute responses to regulatory and cross-business transformational projects.

The primary missionof the team is to design and implement integrated solutions and sustainable capabilities in the most efficient and effective way for Markets and its clients.

Markets Data Governance Office (DGO): Part of Markets Transformation and accountable for Citi's Data Governance policy adoption and execution at market level.

Team core remit is implementation of Data Governance (per FED 2020 consent order Article V) to ensure that data is accurate, consistent, timely and complete allowing effective reg reporting and decision making by management.


As a member of the Markets DGO Team, you are expected to cover below key responsibilities:

  • Governance, management, and remediation of Data quality issues for Markets.
  • Keep optimizing/simplifying the Data quality issue management process to have efficient/effective operating model.
  • Provide governance to keep markets stakeholders/partners updated and informed.
  • Provide updates on KPIs & metrics and review escalated issues for assignment and resolutions.
  • Continue highlighting gaps/deficiencies in the process to FCDO/ECDO.
  • Establish data & source certification requirements for markets
  • Establishment of data lineage through identification of Systems of Record & Authorised Redistributors, Data Concepts & Qualifiers, Data Contracts & Data Offerings, Critical data elements etc.
  • Creation of sustainable and efficient operating model for markets Data Lineage tasks and execution.
  • Governance and Management of markets coarse Grain Lineage activities
  • Establishment of Control and Monitoring Framework for Data Quality in line with ECDO & FCDO issued Policy, standards and procedures while making it fitforpurpose for Markets with an objective to reduce risk through judicious data management.
  • Creation of sustainable and efficient operating model for markets data quality management related tasks and execution.
  • Consulting & liaising with all relevant parties to review ECDO & FCDO designs & approaches with a view to establishing applicable standards, steps, RACIs and deliveries suitable for Markets that remain consistent with ICG & the firm as well as meet theregulatory commitments.
  • Establishment, agreement and proliferation of Data Owner, Data Owner Delegate, Tech Owner, and Tech Owner Delegate CDGP (Citi Data Governance Policy) roles and responsibilities and the establishment of the wider Data Organisation made up of these roleswithin all Markets Business lines. This is a key dependency for the CO plan RBCMs, and related Enterprisewide Data initiatives (DCRM, Coarse Lineage, CEAM, etc).
  • Facilitating the adoption of, and adaptation of the CO DGP to Markets, consulting with and liaising with all stakeholders to arrive at a consensus and steps to be taken to meet regulatory milestones and commitments.
  • Mapping and identification of in scope products/processes etc. per firm's standard taxonomies.
  • Adoption of CEAM Taxonomies, facilitation of EPT/PPL mapping to ES, and other foundational deliverables for overall CO DGP (Data Governance Plan) driven by regulatory deadlines (RBCMs).
  • Contributing to the Risk Taxonomy improvement, specifically the Data Risk stripe and sub risk stripes
  • Continue to review and align per markets scope and standard taxonomies.

Knowledge and Experience:


  • Knowledge and experience of structured project management techniques in a front office environment
  • Industry experience in data governance, data management and/or regulatory initiatives
  • Business analysis experience as role would require deep dive in cases and to connect the dots associated with problem statement.
  • Knowledge of data methodologies/frameworks and demonstrable impact of controls, thresholds and Data Quality rules plus fundamental data terminology
  • Demonstrable experience in data process flows fronttoback, risk and control, markets, operations, and support & control areas within a large bank/dealer
  • Demonstrable experience of coordinating with stakeholders to drive changes and understand process impact on topics including issue resolution and controls as a consultant or internal change group
  • Knowledge of global markets trading products (Fixed Income, Equity, Currencies & Commodities) and/or securities services (Prime, Clearing)

Skills and Competencies - Must be able to demonstrate extensive experience of:

  • Good project management skills, ability to gain consensus among project teams, and drive initiatives to completion effectively
  • Strong analytical and problemsolving skills, with attention to detail, as well as ability to understand discrete steps in their process and where remediation needs to be implemented when issues arise
  • Ability to coordinate with other data management roles, including Data Owners and Data Stewards
  • Ability to understand the purpose of the process in terms of the greater context of the business, the products related to the process, what data is being captured and the reports that are produced
  • Handson practitioner expertise in implementing structured business/operational processes and business requirements documentation
  • Excellent verbal and written communication skills, to effectively produce documentation and communicate with management and Business / Global Function executives.
  • Excellent proficiency in Microsoft Office, particularly Excel (metrics and data analysis), PowerPoint (presentation decks), and Word (writing and editing procedural and technical documentation)

Qualifications:

  • College/university degree education or equivalent experience
