    The Scottish Prison Service (SPS) is an Agency of the Scottish Government, working in partnership with organisations in the public, private and voluntary sectors to deliver safe and secure custodial services that empower offenders to take responsibility and to fulfil their potential.

    We employ over 4500 people in a diverse range of professions across our 13 prisons, Headquarters and the SPS College.

    We are looking for a Capital Accounting Manager to join our Finance Team, based in Headquarters (Edinburgh).

    However this role is open to hybrid working, meaning we won't specify how many days must be worked in the office, but rather based on business needs, expectations and a degree of personal choice.

    About the role

    The SPS is responsible for all the prison establishments in Scotland managing £1.4b of fixed assets.

    The organisation is planning a significant level of capital investment over the next five years with a programme of replacing some of the oldest prisons within Scotland.

    The capital expenditure budget for 2024/25 is £167m.


    The capital accountant is a critical role in the SPS Finance team in managing the reporting and control of the £1.4b on non-current assets and the budget monitoring of annual capital expenditure.

    The role will provide technical guidance and manage the reporting and control of all capital expenditure across SPS.

    About You


    The successful candidate will:

    • Be a fully qualified accountant with membership of a recognised professional accountancy body such as ACCA, CIPFA, CIMA or ICAS.
    • Have experience of capital budget management and responsibility of Fixed Asset Register.
    • Have Experience of IFRS16.
    • Be able to translate complex information into an easy-to-understand format for those who are not proficient within the subject.
    • Hold experience in working with senior management teams including project managers.
