Castlefield Recruitment are delighted to partnering with Golden Lane Housing (GLH) to recruit a Procurement Business Partner. GLH works with people with a learning disability to provide supported housing around which they can build their lives.

Since itsinception they have invested £122.8 million transforming the lives of over 2,370 people with a wide range of needs in more than 1,200 properties across England, Wales and Northern Ireland.


GLH is rated as G1 V1 from the Regulator of Social Housing and is listed in the top 10 of Best Companies Housing's Top 25 Associations to Work For.


Role:


Following a review of GLH's procurement processes, it was identified that there was a need to centralise the function and have an in-house procurement specialist to work with the various department heads.

This would then lead to GLH carrying out more complaintprocesses, achieving bigger savings and better value for money (VfM).


Duties will include:

  • Develop and implement a new organisation wide procurement strategy that is aligned to the organisation's corporate goals
  • Act as a business partner to all areas within GLH and drive the VfM agenda
  • Create a clear strategy that is focused on leveraging spend to maximise VfM
  • Engage with stakeholders across the business, building relationships and and getting them to buy in
  • Ensure compliance to all relevant public procurement regulations and embed social value
  • Understand key stakeholder requirements and identify suitable routes to market
  • Lead on all procurement activities including tendering, to achieve set targets
  • Implement clear processes
  • Optimise use of MI, data analytics and reporting of relevant KPIs/SLAs
  • Identify any new technologies to improve procurement process
  • Create simplified processes to report VfM, Savings and identify new ways to develop new efficiencies
  • Assist with the maintenance of the supply chain, ensuring suppliers are hitting all key metrics
  • Support departments with contract management

Person:

The successful Procurement Business Partner:

  • MCIPS/working towards or equivalent level of relevant experience


  • Knowledge of PCR201

  • Previous experience working in Housing or wider Public Sector
  • Excellent communication skills
  • Ability to work autonomously
  • Knowledge of commercial procurement and relevant frameworks
