Job summary:


The Digital identity team in DSIT is looking to offer an ambitious Band B a fantastic opportunity to use and develop their skills in policy development and legislation.

We are a friendly, high performing team with significant ambitions and an exciting programme of work that requires engagement across government, industry, civil society, and internationally.

Digital identities allow people to more easily prove things about themselves, such as their age or address.

To enable digital identity solutions to be widely used, the government has committed to set the 'rules of the road' to build trust in the market.

The role of the DCMS Digital Identity Team is to enable trust in the emerging market by:


  • Developing a standards framework, in the form of the UK Digital Identity and Attributes Trust Framework, which sets out the rules for digital identity providers to follow;
  • Working up plans for a governance function for digital identity solutions in the UK, which will enforce and update the trust framework;
  • Developing legislative proposals to underpin the trust framework and governance function and create a permissive gateway to allow the private sector to make checks against governmentheld data;
  • Influencing how the digital identity market develops internationally.
Our work interacts with several high-profile government priorities such as data, international trade, privacy and market growth. The team is currently leading on Part 2 of the Data Protection and Digital Information (no.2) Bill. It's an exciting time to be joining the team as we progress these measures through Parliament.


Job description:


This role will expose you to an exciting policy area of considerable ministerial and external stakeholder interest, with a variety of opportunities to demonstrate and develop your ability.


We are looking for an enthusiastic individual with an interest in the digital and data policy landscape and parliamentary processes and strong skills in policy analysis, problem-solving, communication and task organisation.


In this role, you'll be working as part of a team tasked with delivering the digital identity measures in the Data Protection and Digital Information Bill.

These new legal powers underpin the whole of the DSIT digital identity programme, so your work will sit at the heart of the wider team's activities.

The digital identity legislation team consists of one Band A lead and support from another Band B policy adviser, and will be responsible for progressing the legislation through Parliament.


The team works closely together to ensure that Bill products are completed to tight deadlines, that Ministers are thoroughly briefed on the digital identity measures and that appropriate handling planning for parliamentary passage is undertaken.

You'll become an expert on all of the digital identity measures, and take ownership of some of the associated projects and work streams.

Essential requirements:


  • Ability to understand complexity and detail, as well as its wider significance
  • Excellent written and oral communication skills
  • Evidence of delivering high quality work to challenging timelines
  • An interest in parliamentary process and how legislation is made
  • An interest in data protection policy

Desirable skills

  • Experience of working on legislation or with parliamentary processes
  • Awareness of digital identity policy making and / or experience of the wider digital and data policy landscape
  • Excellent project management and project / process planning skills
  • Willing to support parliamentary debates and committee sessions in person
