Summary
One of the areas that underpins the delivery of the programme objectives is the Reporting and Data Project (R&D). The transformational programme has significant implications for the reporting and data that supports the organisation's operational, strategicand regulatory requirements. The Reporting and Data Project is parallel workstream that is responsible for the delivery of reporting and data objectives.

Reporting to the Project Manager, the programme is looking to recruit a Technical Lead for the Reporting and Data Project.

The Technical Lead role will be responsible for day-to-day management of the Data Engineers and Report Developers within the Reportingand Data team and for end-to-end delivery of the technical solutions to support the reporting and data objectives of the programme.

The role will interface with other functional workstream leads and stakeholders to ensure that the individual operational andmanagement information reports arising from these projects are coordinated and delivered through a consistent framework and reporting capability.

The role will need to work closely with Strategic Planning, Registry, IT Services, Technical Governance Boards,Change Boards and Service Transition so that the changes are aligned with the organisation's reporting and governance arrangements.

The project delivery will be based on agile principles and the post holder will be responsible for the successful delivery ofeach sprint.

The post holder will be fully conversant with the Institutional priorities and understand the technical nature associated with managing data across a complex institution.

They will ensure that the reporting and data approaches used in the transformation programmeare consistent with those being developed more broadly across the organisation.


What you'll be doing:

The Technical Lead is responsible for day-to-day management of the Data Engineers and Report Developers within the Reporting and Data Project.

The Technical Lead is also responsible for providing direction, coaching and support for the Data Engineers and Report Developers within the Reporting and Data Project, ensuring that developments are in alignment with the organisation's Data Strategy.

Providing upskilling, training and guidance to members of the Reporting and Data Project as required in areas of data architecture, data modelling and data visualisation techniques.

Working in collaboration with stakeholders across the organisation to define and adopt development standards and best practices, while ensuring compliance with organisational governance and the company's Data Strategy.

Responsible for each sprint including performing agile ceremonies and supporting the BA and Senior User in preparing and refining the backlog.

Supporting the Project Manager in estimating, delivery plan and road map development.

Providing regular reports and updates to the Project Manager on delivery and progress in line with the project plan and raising risks, issues and dependencies appropriately.

Assigning work packages, monitoring performance, and managing change control dynamically, to optimise productivity.
Ensuring that deliverables meet required functional and non-functional requirements and are appropriately tested.

What we're looking for:
Proven experience of systems development lifecycle including requirements capture, analysis, design, development, testing and user documentation.
Solid understanding of IT project management and planning including milestones, critical paths and change management.
Experience leading complex data modelling projects and engagements.
Proven experience of working in agile teams using methodologies such as Scrum or Kanban.
Proven experience of supporting junior developers.
Proven experience in defining and implementing best practices and development standards.
Proven experience in designing and developing data warehouses and data modelling.
Proven experience of implementing and delivering data solutions and pipelines on cloud platforms such as Azure.
Proven experience in API Integrations such as RESTful and GraphQL.

Proven experience of developing and using continuous integration and development pipelines, with tools such as Azure DevOps, Teamcity or Jenkins.

Proven experience of Data/Report Visualisation.
Proven experience of Tableau and Power BI integration with a cloud warehouse.
Proven experience with source control systems such as GIT.
Advanced skills in SQL.
Significant experience in managing and leading technical teams.
A customer-orientated approach to service provision.
Awareness of departmental and institutional relationships and an ability to work across teams and activities.
An appropriate manner in dealing with senior managers, staff, students, visitors, clients and other contacts.
Good communications skills, interpersonal skills, negotiating skills, organisational skills, presentation skills.
Analytical and systematic approach to problem-solving.
Ability to work calmly and systematically in a busy environment, to prioritise work and to meet agreed deadlines.
