Job summary:


This is an exciting opportunity to be part of the Office for Science and Technology Strategy (OSTS) which was set up in 2021 to drive and coordinate a cross-government approach to science and technology (S&T).

OSTS provides advice to the PM and the National Technology Adviser by working with S&T experts across the UK and internationally, and holds other government departments to account for their role in changing the UK S&T landscape.

We ensure that the government's S&T capabilities are used effectively, using all government levers available, including procurement, immigration, education, and investment.

The unit has set up systems for cross-Whitehall leadership on science and technology, including by acting as Secretariat for the PM-chaired National Science and Technology Council.


Job description:

There are four HEO roles available. For detailed job descriptions, please see the attachment.


The roles are:

  • Secretariat for the National Science and Technology Council (NSTC)
  • Policy Advisor in the Science and Technology Systems team
  • Comms and Engagement Officer
  • Private Secretary to the Director of OSTS

Person specification:


Essential criteria

  • An excellent spoken and written communicator
  • Highly organised and able to manage complex workloads and deliver at pace in a reactive environment
  • A team player and collaborator who proactively contributes to the corporate goals of the team
  • A selfstarter and able to work with a fair degree of autonomy
  • Comfortable dealing with senior officials in OSTS and wider stakeholders
  • Able to quickly grasp new technical information, and credibly distil and communicate this to nontechnical audiences.

Desirable criteria:


  • Experience working in science and technology within government
  • Experience working in a private office or secretariat
  • Experience working with or in the science and technology sector, or in academia
  • DV clearance or willingness to undergo DV clearance.
  • Experience working with Ministers or No.10.

If invited to interview, you will be asked to give a 5-minute presentation and assessed against four behaviours: making effective decisions, managing a quality service, seeing the bigger picture, and communicating and influencing.

Please note that this role requires SC clearance, which would normally need 5 years' UK residency in the past 5.

This is not an absolute requirement, but supplementary checks may be needed where individuals have not lived in the UK for that period.
