Job summary:

The DSA is responsible for the Defence regulation of Health and Safety & Environmental Protection (HS&EP).

The authority provides evidence-based assurance to the Secretary of State for Defence that their policy on HS&EP in Defence is being promoted and implemented in the conduct of Defence activities.

This regulation is achieved through proportional and appropriate evidence-based assessment of the activity that supports the Defence's operational imperatives. Within the DSA, DMR is tasked to provide regulation, assurance and enforcement across the Defence Maritime Domain.

This comprises all activity conducted by MOD Shipping (includes but is not limited to warships, submarines, landing craft and boats across defence), in the Defence Ports and at Defence Harbour Facilities and in Defence Diving, both Military and Commercially contracted diving, in support of defence activities.

As new technologies and vessel types, such as autonomous vessels or the involvement of AI emerge, DMR are constantly looking at the maritime scope to ensure that safety and environmental protection are assured going forward.

To do this we need to plan and resource our capability and operating approach to the meet our remit.


DMR consists of four areas:
Executive and Enablers, Regulation and Compliance, Shipping Inspectorate and Maritime Services Inspectorate.

This Post falls within the Executive and Enablers (E&E) team.

The primary function of E&E is to provide the administrative, analysis and planning capabilities needed by DMR to enable us to meet our declared aim of reducing Risks to Life and the Environment across Defence activity within the maritime domain.

Within the EE team the Project Manager's role is to work with all other teams to ensure resource and skills development plans are in place, business processes align to deliver the DMR operating model and that DMR have plan in place for the effective deployment of our limited resource to deliver the most benefit focusing on the areas of the greatest domain risk.

This position is advertised at 37 hours per week


Job description:


Within DMR, the Project Manager is responsible for the following activities;
-
Develop regulatory systems and tools by:Leading on the maintenance and development of the systems and tools used to gather of regulatory intelligence. Including system support, generation of future requirements, contracting and development of system enhancements, acceptance testing and go live.

  • Support DMR teams in the development of new business processes especially those involving DMR software tools and information gathering/creation
  • Lead creation and maintenance of our 510 year plan setting out the activities, resource requirements, training and skills needs, tool development and associated financial provision ensuring they remain aligned to wider Domain and DSA priorities.
  • Lead the development and drafting of our annual Business Plan and its' coordination with the higher level DSA Business Plan. To include DMR priority outputs, associated input requirements and other key inyear objectives associated with growing DMR as an effective regulator.
  • Report progress against delivery of the outputs set out in the Business Plan expediting and proposing amendments to the plan for consideration by the Management Board.
  • Lead the creation of our Master Activity Plan setting out DMR activities in more detail over the coming 8 months (approx) for approval at the Management Board formal meeting.
  • Support DMR Section Heads in planning detailed section activities, resource management and associated progress monitoring.
  • Develop and lead effective Business Risk Management within DMR and work with DSA HQ to understand higher level risks.
  • Develop our Annual Budget Cycle submission and the processes required for its creation making sure they are in tune with associated processes in DSA is achieved.
  • Drive the creation and maintenance of DMR skills development and training plans allowing for our contribution to wider DSA long term capability.
  • Ensuring our Operating Model and associated process meet the needs of DMR going forward and support the planning and progress monitoring of any required changes.
