An exciting opportunity has arisen for an enthusiastic and highly motivated individual to join the Finance Team at Hertfordshire Community NHS Trust as Head of Financial Control.


The role reports directly to the Deputy Director of Finance, Systems and Estates and will help continue the Trust's history of strong financial performance and control.

The individual will gain a variety of experience and can influence change and strengthen control within the organisation and with service providing organisations working with HCT.


HCT is a people focused organisation, consequently the individual will be required to support the development of the team, identify growth opportunities for the team and work closely with management in other corporate services.


We are looking for somebody who is passionate about improving all aspects of financial control and reporting, so that we can support our operational services to best provide enhanced patient care.


  • The management of the performance of the Financial Services team (including outsourced providers) ensuring the delivery of a professional, dynamic, efficient and proactive service to meet the needs of the Trust.
  • Contribute to the development of the financial strategy and associated financial plans for the Trust.
  • Proactive planning and management of the Trust's cash position, receivables and working capital.
  • Ensuring a successful Annual Accounts plan, the production of draft annual accounts and completion of the process, including liaising with external and internal audit and drafting reports for the Audit Committee and supporting the production of the annual report.

If you are successful in being selected for an interview, interviews will be held week commencing 24thJuly 2023 with the Director and the Interim Deputy Director of Finance, Systems and Estates.


RESPONSIBILITIES / ACCOUNTABILITIES:


  • Managing the month end timetable to ensure efficient processes are in place to accurately report the month end results and forecast both internally at Board level and to the ICB and NHS England.
  • Providing financial analysis and commentary and communicating this effectively to budget holders, staff, auditors and other stakeholders.
  • Proactive management of the three outsourced providers for maintenance of the ledger and financial services, procurement and payroll to ensure compliance with contracts. Ensure the Trust is working in line with NHSE shared services best practice to deliver the benefits of outsourced services provision.
  • Responsible for all financial systems and accounting / transaction processes throughout the Trust, ensuring adequate financial controls are in place and users are adequately trained.
  • Responsible for ensuring that all Trust income is accurately recorded and reported as part of the overall finance team's monthly reporting of the Trust's financial position and taking prompt action to inform the Finance Senior Management Team on any significant variances arising against the planned position.
  • Together with the Deputy Director of Finance, Systems and Estates, keeping up to date with the development and implementation of key finance projects including the embedding of Service Line Reporting (SLR) and Patient Level Information Costing Systems (PLICS), Model Hospital and other NHSE costing developments.
  • Coordinating and summarising the reporting for the Trust's charitable funds and the production of the year end accounts and annual report, with the support of the Trust's shared service.
  • Providing financial reporting support and reporting administration for NHS Charities Together on behalf of the local ICB for as long as this role is required.
  • Liaison with external and internal audit and the Local Counter Fraud Specialist.
  • Contributing to the development of all staff within the Finance team.
  • Representing the Trust values and contribute to the finance team culture, supporting the right first time methodology and proactive approach to problem solving.
