    Role Purpose

    • To Lead, plan and be responsible for the Highways and Transport department that support and underpin the successful delivery of corporate priorities and outcomes.
    • Ensure the development and delivery of continuous improvements in all aspects of the service. Manage and control the planning and implementation of improvements which impact the professional service and Council.

    Key Accountabilities

    • Identify the strategic direction of the department in order to meet the growth and regeneration ambitions of the Council.
    • Develop and deliver, through existing and new contractual arrangements, the highways capital programme and major projects having oversight and programme management of large programmes of work to agreed outcomes and sound financial management.
    • Provide visible and engaging leadership for the service ensuring an effective work culture is embedded that focuses on effective performance and continuous improvement.
    • Develop and maintain effective partnership arrangements with key stakeholders including other local authorities and governing bodies
    • Research and produce strategy and policy for the management of the highway asset in line with current Government guideline.
    • Research and produce policy for the management of the highway asset in line with current government guidelines and the whole of government accounting and by prioritising investment where need is greatest.
    • Produce and deliver the Council's Highway Asset Management Plan (HAMP)

    Knowledge & Experience

    • A proven ability of successful change management, implementing and delivering new working policies and practices alongside sufficient cultural and structural change that delivers improved services for our customers in a more efficient way.
    • Proven experience of successful financial management including budget formation, budget management and project cost management.
    • An ability to manage high profile projects and priorities.
    • A demonstrable track record of developing staff, building effective teams and leading multi-disciplinary professional staff to achieve organsiational aims.
    • Experience of contract management and major scheme delivery.
    • Resilient and positive despite setbacks with enthusiasm, drive and commitment.

    Qualifications

    • Educated to degree level or equivalent by experience being able to demonstrate successful background and relevant experience at a senior management level in an appropriate, related work area.
    • Chartered membership of a relevant professional body such as ICE. CIHT, IHE
