    The City of Danbury is announcing an Open Competitive Exam for the position of

    Plumbing and HVAC Inspector

    Statement of Duties : The Assistant Building Inspector is responsible for inspecting building construction projects to determine compliance with State Building Code as adopted under the Connecticut General Statutes as it relates to plumbing and heating. The position provides support and assistance to the public regarding the building permitting process. Employee is required to perform all similar or related duties. Supervision Required: The employee under the general supervision of the Building Official uses initiative in carrying out recurring assignments independently with specific instruction. The supervisor provides additional, specific instruction for new, difficult or unusual assignments, including suggested work methods. The employee is expected to recognize instances which are out of the ordinary and which do not fall within existing instructions; the employee is then expected to seek advice and further instructions. Reviews and checks of the employee's work are applied to an extent sufficient to keep the supervisor aware of progress, and to insure that completed work and methods used are technically accurate and that instructions are being followed.

    Supervisory Responsibility: Employee is not responsible for the regular supervision of any employees.

    Confidentiality: The employee has regular access to confidential information of the department including but not limited to law suits, criminal investigations and department/client records.

    Accountability: Consequences of errors or poor judgment may include missed deadlines, legal repercussions, personal injury, danger to public health/safety, and/or adverse public relations.

    Judgment: Numerous standardized practices, procedures, or general instructions govern the work and in some cases, may require additional interpretation. Judgment is needed to locate, select and apply the most pertinent practice, procedure, regulation or guideline. Complexity : The work consists of a variety of duties which generally follow standardized practices, procedures, regulations or guidelines. The sequence of work and/or the procedures followed vary according to the nature of the transaction and/or the information involved, or sought, in a particular situation.

    Work Environment: The nature of duties may involve continuous presence of unpleasant or irritating elements, such as work outdoors where the employee is exposed to considerable noise, odors, chemical fumes, traffic, electricity, equipment/machinery, dust, smoke, heat, cold, bio hazards, oil, dirt or grease when conducting field inspections. Work is continually performed outdoors, regardless of weather conditions. The employee is required to work beyond normal business hours in order to respond to natural or man-made emergency situations.

    Nature and Purpose of Relationships: This position is constantly in contact with co-workers, the public and with groups and/or individuals who have conflicting opinions or objectives, diverse points of view or differences where skillful negotiating and achieving compromise is required to secure support, concurrence, acceptance or compliance. The position may also experience one-on-one contacts with a person who may be under severe stress, where inspiring a high degree of confidence may be required to obtain the desired effect. The employee may represent to the public the Building Department on matters of procedures or policy where perceptiveness is required to analyze circumstances in order to act appropriately. Occupational Risk: Duties regularly present potential occupational risks to the employee in the event that precautions are not undertaken with great care. Examples of personal injury include but are not limited to bruises from falls, cuts or burns, or muscular strains from lifting, pushing, or carrying department equipment or work materials and exposure to bio hazards. Special safety precautions, training, or protective clothing such as gowns, coats, gloves, glasses, hard hats or boots may be required. Essential Functions:
    The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

    1. Enforces State of Connecticut plumbing and HVAC codes.
    2. Reviews all plans for construction work for compliance with the State Building Code prior to the issuance of a building permit; issues permits and inspects building service equipment, mechanical, gas, plumbing, and related work; issues notices of violation and enforces appropriate remedial action as appropriate.
    3. Responds to complaints and inspects safety conditions of existing buildings in accordance with the State Building Code.
    4. Assists applicants via the telephone, email, or in person with the building permit application process as well as review of construction plans.
    5. Maintains accurate records of certificates of inspection, daily inspection log, and on-site permit records.
    6. Provides input and analysis for meetings, hearings, court cases and appeal board hearings to defend the City's actions against code violations.
    7. Consults with and advises other City departments, building, zoning and planning boards to assure effective, efficient, responsive and knowledgeable procedures and processes relative to construction, renovation, demolition, etc. in the City of Danbury; responds to man-made or natural emergencies or unsafe conditions such as fires, floods, tree, or car strikes to evaluate the structure(s).
    8. Assists customers at the counter and answers phone calls while in the office; answers complex inquiries and provides information to the general public regarding building codes and regulations.
    9. Attends training seminars or educational classes to keep abreast of changes to the State Building Code and to maintain required educational credits in accordance with State Statutes.
    10. Prepares written reports as required.
    Minimum Qualifications: Education and Experience:
    • High school diploma or equivalent
    • Three to five (3-5) years of prior heating and plumbing (HVAC) experience;
    Special Requirements:
    • Valid Driver's License
    • Valid P1 and S-1 "Unlimited Contractor license OR P-2 and S-2 "Unlimited Journeyman License" held for at least two years
    • Must have a Mechanical Inspector License or an Assistant Building Official or Building Official License through the State of Connecticut.
    Knowledge, Abilities and Skills Required: Knowledge : Considerable knowledge of standard building and construction practices and materials; thorough knowledge of the State building code and local by-laws and building regulations pertaining to the issuance of a building permit. Knowledge and proficiency in the various construction trades. Knowledge of office software (word processing, spread sheet applications) and the Internet/e-mail in support of department operations

    Abilities : Ability to interact effectively and appropriately with the public and other personnel, perform multiple tasks, read and interpret construction plans and blueprints, deal with disgruntled members of the public. Must be able to access the Internet in order to obtain information in support of department operations. Ability to make detailed observations, record information, and to interpret and enforce rules, regulations, or laws in a consistent and impartial manner.

    Skills : Proficient customer service skills; proficient written and oral communication skills.

    Physical and Mental Requirements
    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Physical Skills: Work requires some agility and physical strength, such as moving in or about construction sites or over rough terrain, or standing or walking most of the work period. Occasionally, work may require lifting heavy objects and carrying them. There may be a need for the employee to be able to stretch or reach in order to retrieve materials or department equipment. Motor Skills: Duties may involve assignments requiring application of hand and eye coordination with finger dexterity and motor coordination in order to sort of papers, keyboarding, or operating a motor vehicle. Visual Skills: Position requires the employee to constantly read documents, blueprints computer screens for understanding and analytical purposes; employee must be able to routinely determine color differences.     1. Application Review
    The Civil Service Commission is responsible for reviewing the applications to determine if they are complete and meet the minimum requirements for the position. The Commission will review all the applications for the position during their monthly meeting following the closing date of the position.

    If an application is accepted by the Civil Service Commission, then the applicant will be notified in writing and will be informed of the next step in the process. If the Commission does not accept an application, the applicant will also be notified in writing.

    2. Testing
    Once an application is accepted by the Civil Service Commission, the applicant will be notified in writing of the next steps in the testing process. Each test phase must be passed in order to continue to the next level of the selection process. The examination for this position will consist of the following parts:

    It is the applicant's responsibility to adhere to the City's testing schedule . Unless otherwise stated, there will be no make-up examinations or alternative examination dates.

    If an applicant fails the test, the applicant will be immediately eliminated from consideration for this hiring process.

    3. The Eligibility List

    A passing average score of "70" on the above test will place an applicant on the Eligibility List in rank order. The rank on this list is established according to the scores on the exam(s) indicated above plus any additional applicable veterans and/or residency points awarded. The resulting list is then certified by the Civil Service Commission and will be used to fill vacancies as they occur, as per Civil Service Rules.

    If the list is not exhausted, it remains in effect for one year. However, the Commission can decide to extend an eligibility list for one additional year.

    Participation in the testing and recruitment process and/or placement on an eligibility list does not guarantee a continuance in the remainder of the hiring process nor does it imply or constitute an offer of employment.

    4. Additional Testing Requirements

    Once the eligibility list is certified, depending on the number of vacancies, candidates with the highest ranking on the list will be interviewed by a panel of City Officials. As future positions become available, applicants are interviewed from this list based on their ranking for as long as the list is active.

    Those candidates selected through the panel interview will continue in the selection process by participating in an additional series of testing which may include but is not limited to background checks, drug screens, medical physical, etc. Once again, each test phase must be passed in order to continue to the next level of the testing process. If any one of the test phases is not passed, the candidate will be immediately eliminated from consideration for this hiring process and subsequently removed from the eligibility list. #J-18808-Ljbffr
