Payroll Specialist(Inside IR35)**
Contract Term: 4 Months (until 31/03/23) Potential extension

Responsible for delegated authority of proper operation and management of computerised payroll, payroll input, historical pay data and local payscale/data and allowances systems, which ensures information (extracted for complex reports), for Department of Health, National Fraud Office, Finance and HR service and other appropriate NHS Digital managers is accurate and up to date.


As a Payroll Specialist your main responsibilities would be:

  • Responsible for assisting with and cover of preparation and assurance of the monthly payroll data presented for payroll sign off.
  • To provide specialist advice on complex issues relating to Payroll and Pensions, Statutory Requirements, Terms & Conditions of Service to the wider company and the HR and Payroll Team.
  • Handle escalated queries from employees or managers which HR Service Delivery and Payroll team have been unable to resolve.
  • Responsible for ensuring the HR and Payroll intranet pages are kept up to date and relevant, with the assistance of the HR Service and Payroll Team Leader and the HR Payroll Specialist.
  • Regularly assisting with the review and design of systems, procedures, and policies within Payroll, and within NHS Digital to enhance efficiency and effectiveness, ensuring continuous improvement is prioritised, with all process notes and guidance kept updated.
  • Payroll Super access within ESR with the ability to run payroll checks and reports when necessary.
  • Assisting with and delegated authority of all NHS Pensions and Civil Service Pensions processes and requests including yearend activity.
  • Responsibility for overall data quality issues, working closely with finance and the HR Services Team including regular meetings and cleansing work.
  • Dealing with complaints and queries including regular meetings with employees and HR Business Partners to provide in depth breakdowns and support.
  • Complete understanding of all statutory and contractual schemes, including calculations of sickness and parental pay and leave.
  • Delegated Authority and assistance with monthly data quality audits and other assurance activity as directed by Head of HR.
  • Ability to perform complex payroll calculations to include Tax, NI and Pensions.
  • The ability to manage own workload, including recognition of specific tasks which need prioritising, especially at peak payroll processing times, with a flexible approach to working including cover of HR Payroll Specialist tasks during merger work.
  • High attention to detail with the ability to spot anomalies or errors that may not otherwise be obvious.

  • ESR experience
  • Managing 3rd party contracts
  • Ability to work autonomously
  • Able to prioritise workload
  • Experience dealing with complex queries
  • Data quality/ Data cleansing
  • Must have run a complete payroll
  • Work on own initiative

Desirable Qualifications/Skills:


  • Public sector experience (ideally)
  • NHS desirable
